Session 1805 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />February 26, 2001 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall Monday, February 26, 2001, Mayor Joseph L. Adams called the meeting <br />to order at 8:45 p.m. In addition to the Mayor, the following members of the Council were <br />present: s. Cassandra Colquitt, Mr. Wayne I. Munkel, Mr. Robert Wagner, Mr. Larry <br />Lieberman, Mr. Paul Schoomer, Mr. Arthur Sharpe, Jr. Also present was City Manager <br />Frank Ollendorff. <br /> <br />AGENDA #1 - DEVELOPMENT SUBSIDY POLICY: <br /> <br />After considerable discussion, the City Council directed Mr. Ollendofff to adjust the policy <br />as follows: <br /> <br />2. <br />3. <br /> <br />4. <br />5. <br /> <br />1st paragraph - Consider adding a sentence which states: Property tax abatement <br />will be considered for projects found legally blighted. <br />Ist paragraph - Cross out "east of Pennsylvania". <br />Ist paragraph - separate TIF out into a separate paragraph. Property tax abatement <br />will be identified in paragraph one and TIF projects into a new paragraph two. <br />Eliminate paragraph 4 in its entirety. <br />The last sentence dealing with eminent domain, should read: Eminent Domain may <br />be used to complete parcel assembly of commercial or residential property in or <br />immediately adjacent to redevelopment areas designated in the Comprehensive <br />Plan. <br />Note that the City may assist with financing public improvements such as streets, <br />lighting, sidewalks and landscaping when TIF is not available. Assistance with <br />property acquisition will not be allowed. <br />Note preference for primary financial assistance from Special Business Districts; <br />Neighborhood Improvement Districts and Transportation Improvement District. <br /> <br />ADJOURNMENT: <br /> <br />Mayor Adams adjourned the meeting at 9:10 p.m. <br /> <br /> Leisha Meine Forsyth~e,~ <br /> <br /> <br />
