<br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members discussed the attendance of the resident meetings that the <br />applicant held and the feedback solicited. Also discussed was whether the new facility <br />design met all the standards. The applicant stated that it did. <br /> <br /> <br />-Plan Commission members also enquired about future property maintenance responsibility. <br />Staff indicated that it would be subject to city standards and enforcement. <br /> <br /> The Chairperson asked staff for their recommendation. Mr. Lai stated that staff would <br /> recommend approval of the application based on the revised proposal, subject to the conditions <br /> in Attachment B of the staff report, including more restrictive construction hours, from 8 a.m. <br /> to 6 p.m. on Monday to Friday. Mr. Lai also noted a minor correction to the narrative of staff <br />th <br /> report that no resident meeting was held on November 11. <br /> <br />Although this was not a public hearing, the Chairperson opened the meeting to public <br />comments: <br /> <br /> <br />Mr. Douglas Parham 8039 Groby Road, speaking as an individual and a representative of the <br />neighborhood, commended the efforts of the applicant, residents, the Green Center, and the <br />Council Members to arrive at a revised proposal to the satisfaction of the residents. He was <br />proud to live in University City. Mr. Salamon expressed appreciation of all working together, <br />Ameren, the community, and staff. <br /> <br />Ms. Williams made a motion to approve the application subject to conditions contained in <br />Attachment B of the staff report. The motion was seconded by Ms. Moran and carried 6-0. <br /> <br />6. New Business <br />- None <br /> <br />7. Other Business <br /> <br /> a. Public Comments <br /> <br /> Mike Jackson 719 Harvard Avenue, enquired when the Delmar/Harvard redevelopment <br /> proposal would be considered. Staff stated that not immediately, as no formal application had <br /> been filed yet. <br /> <br />8. Reports <br /> <br />a. Code Review Committee Report <br />- None <br /> <br />b. Comprehensive Plan Committee Report <br /> <br /> Ms. Riganti stated that a Comprehensive Planning Advisory Committee meeting, a facilitator <br />th <br />training, and a public visioning session were held on November 19. Mr. Lai further briefed <br />the Plan Commission on the status of community engagement effort and stated that a <br />Comprehensive Planning Committee meeting would be scheduled soon. <br /> <br />c. Council Liaison Report - <br />None <br /> <br />d. Department Report - <br /> None <br /> <br />9.
