<br />A motion was made by Mr. Miller to approve the Conditional Use Permit with the conditions in <br />Attachment B of the staff report. The motion was seconded by Mr. Jones and carried <br />unanimously. <br /> <br />4. Hearings <br /> None <br /> <br />5. Old Business <br /> None <br /> <br />6. New Business <br /> <br />6.a. Zoning Map Amendment PC 15-02 900 Purdue Avenue Proposal to rezone property <br />from LC Limited Commercial District to LR Limited Residential District <br /> <br />The applicant was Mark Vogel, property owner. <br /> <br />Mr. Greatens provided an overview of maps and pictures of the site and surrounding area. <br /> <br />Mr. Mark Vogel addressed the Plan Commission and stated that his intent was to convert the <br />vacant ground floor unit into a residential unit and that it had been difficult to get a commercial <br />tenant for that space and lack of parking had been a problem. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members asked about the two properties to the west that are zoned LC <br />and why they were not included as part of this request. Staff stated that this was a request <br />from an individual property owner and was being addressed as such. <br /> <br />-Plan Commission members also asked about the parking issues in this area. Staff stated <br />that parking had been a problem in this area as well as other neighborhood commercial <br />areas that were originally developed to be more walkable, but many of the properties were <br />not able to meet the current parking requirements. Staff also stated that the entire area <br />should be analyzed in the future to examine zoning changes. <br /> <br />Although this was not a public hearing, the Chairperson opened the meeting to public <br />comments: <br /> <br />John Simpson 7335 Tulane Avenue, stated he was concerned about the exterior appearance of <br />the subject property and that it needed improvement. He added that there were some two- and <br />four-family buildings in the neighborhood that did not have sufficient parking which <br />contributed to the parking problems in the neighborhood. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-A question was asked about the parking non-conformity and if it were allowed to continue <br />with the rezoning. Staff stated the non-conformity remained even if the property is rezoned <br />because it is a dimensional non-conformity and the proposal would not increase the degree <br />of the existing non-conformity. <br /> <br />A motion was made by Ms. Moran to approve the Zoning Map Amendment. The motion was <br />seconded by Mr. Salamon and carried by a vote of six (6) to one (1). <br /> <br /> <br /> <br /> <br /> <br />tğŭĻ Ќ ƚŅ Ў <br /> <br />
