For that specific case, there was concern <br />among the Board of Adjustment about the precedent that would be set, even though there were <br />options in proximity to the subject property that could have allowed for shared parking <br />opportunities. <br /> <br />Ms. Riganti also discussed examples of excessive parking within University City that were a <br />direct result of the current Code requirements. Excessive parking has limited potential <br />opportunities for redevelopment. The current parking regulations are in conflict with the goals <br />and policies of University City as summarized in Attachment B of the memorandum. The <br />proposed changes would address the economic issues created by the current Code and would be <br />consistent with the goals and policies of University City. Staff also pointed out that the <br />proposed changes to the parking regulations are not the only solution for the parking issues and <br />that there could be other long-term strategies that could be implemented in the future after <br />further analysis. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members discussed parking issues at specific properties such as The Bridge <br />Center and Westover Center. <br /> <br />-Plan Commission members also asked about the impact the proposed changes would have on <br />The Loop as well as new developments. <br /> <br />-Plan Commission members asked about the process for amending the Code and if there would <br />be a process to go back to the previous requirements if this Text Amendment was approved or, <br />could it be revisited in the future. <br /> <br />Staff explained that the current Code allows an exception for reoccupancy in the CC District <br />(The Loop). The proposed Code changes would not change that exception. However, any new <br />development in University City, including the CC District, would be subject to the parking <br />requirements. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members asked for clarification on some of the specific changes proposed <br />and suggested that the following changes be made to the proposed Text Amendment: the <br />proposal to remove the restriction for off-site parking areas that are across Olive Boulevard, <br />Delmar Boulevard, or Hanley Road should be allowed when located within 500 feet of a <br />signalized intersection; the proposed reduction for multi-tenant commercial buildings with two <br />two <br />-access <br />d <br /> <br /> <br />Staff explained that a recommendation from the CRC to the full Plan Commission was <br />requested. <br /> <br />A motion was made by Mr. Ruben for the CRC to recommend that the Plan Commission <br />approve the proposed Text Amendment pertaining to the parking regulations, with the changes <br />as discussed. The motion was seconded by Mr. Miller and carried by a vote of 3 to 0.
