Session ]-808 <br />April 23, 2001 <br /> <br />Ms. Colquitt moved that this matter be postponed until the next Council meeting so that <br />Mr. Ollendorff could gather more information on this organization. Mr. Munkel <br />seconded the motion, which carried unanimously. <br /> <br />AGENDA #5 - PUBLIC HEARING - RENTAL HOUSING INSPECTIONS: <br /> <br />The City Council invites public comment at this time on the proposal to require that the <br />current housing occupancy inspection program be changed by specifying that such <br />inspections must take place no less than once every two years and amending the <br />compliance period for occupied dwellings from 90 days to 60 days. This proposal which <br />was generated through discussions with Parkview Gardens landlords and others has <br />been introduced for City Council decision following consideration of public comments. <br /> <br />Mayor Adams declared the public hearing open at 8:05 p.m. <br /> <br />Sam Goodman, 10463 Briar Bend, 63146, stated that this rental property inspection <br />proposal is unfair and that it is discriminatory. This should be in effect for residential <br />properties, as well. <br /> <br />Michael Schneider, 7443 Cromwell, stated that this penalizes landlords who do <br />maintain the property. He believes that this program is not economically beneficial. <br />The costs to the City and the Planning staff and the property owners will be <br />astronomical if this program is instituted. He suggests possibly inspecting exteriors and <br />common areas annually, interiors before occupancy and upon complaint. He believes <br />what the City is trying to do is admirable, but this type of change is not necessary and <br />inefficient. <br /> <br />Myron Applebaum, 733 Lantern, Olivette, urged the Council to vote against this <br />measure. He feels that it very discriminatory to the landlords of rental property. He <br />believes that this costs will be prohibitive. Raising rents to combat the higher costs will <br />only cause tenants to move elsewhere. <br /> <br />Charles Zdazinksky, 8025 Delmar, stated that he has three rental buildings in the City. <br />He agrees with each speaker who opposed this issue this evening. He has an <br />excellent history of maintaining his properties in a quality fashion and has tenants who <br />have been with him six to 10 years. He believes that this proposal violates the equal <br />protection clause afforded every U.S. citizen by the U.S. Constitution. <br /> <br />Mike Giger, 830 Vanderbilt, said that he is President of the Parkview Gardens <br />Association, which owns 114 units in the Delmar Loop area. This has been discussed <br />prior to this meeting with the City Manager and his staff members, and they raised a <br />number of concerns and shared possible suggestions and ideas.
