local officials continue to determine the mix of taxes in each city with citizen <br />involvement as required by the Hancock Amendment. SB 209 was heard in the <br />Senate Ways & Means Committee on January 29 and HB 165 has been <br />assigned to the House Ways & Means Committee (Oppose) --City Attorney John <br />Mulligan is preparing an update on this topic for our consideration at an <br />upcoming executive session. <br /> <br />TIF Restrictions <br />: The League opposes SB 176, HB 103, and SB 20, <br />which they believe unduly, constrain TIF. They also oppose SB 225 (Stuoffer) <br />which bans TIF in 100-year flood plains and restricts cities from banning <br />discharge of weapons at request of hunters. Cities have many ball fields in the <br />flood plain so this bill puts kids at risk. (Oppose) <br /> <br />Countywide Sales Tax: <br />HB 356 (Avery) would end the sharing of sales <br />tax from the “A” cities to the “B” cities and County in 2008. It has been assigned <br />to the Local Government Committee. (MML has no stance) <br /> <br />Your contacts with legislators will be extremely important as these bills <br />come up for consideration. Companies such as AT&T have much influence in <br />Jefferson City and have flooded the halls with dozens of lobbyists. Your voice <br />needs to be heard in order to both promote and protect municipal interests. <br /> <br />MoDOT is waiting on a letter from Olivette and U-City approving the <br />bridge enhancements at Olive and I 170. <br /> MoDOT has been informed that our <br />next Council Meeting is on February 26. The proposed bridge enhancements <br />include an ashlar stone treatment tinted “Cemented Deal HC141” which is a light <br />beige. Since this color is a neutral, it goes with the tones of the sidewalks. An <br />Olivette representative mentioned that their City is very interested in having the <br />names of both cities on the bridge. I am not clear on design or cost on the <br />signage. Patrick Owens from the Great Rivers Greenway (GRG) was present. <br />The design plans for the streetscape are 60% complete. The enhancements will <br />be included in our upcoming budget transfer conversation. <br /> <br />Great <br />I requested that East-West Gateway (EWG) consider Olive Blvd for their <br />Streets Initiative <br />. Staff from Community Development and Public Works are <br />teaming up to develop a proposal for the March submittal round. The <br />communities that receive assistance in design will be the ones that demonstrate <br />the best chance of success in creating a great street. The process is as follows: <br /> <br />th <br />? <br />March 16 <br /> – Initial Concept Application-- We will submit an application <br />for Olive Blvd. Need, Civic support, area development, physical <br />feasibility and cost-effectiveness will be considered. <br /> <br />
