Sessio~ 1497, Mir~tes Page 3
Jtlne 5, 1989

Mr. Wagner moved approval, with Mrs. Schuman seconding the motion.

Mr. Price said there were several items on which a final decision has not been
made, one of which was the University city Residential Service (UC~S). He
asked if approval meant they would r~ceive whatever funds were earmarked for
them. Mayor Majerus said that Mr. Price may recall that the decision of the
Council during the last budget study meeting was that the amount would not be
approved until the contract was agzced upon, so the Council, as far as UCRS is
concerned, is not bound by the motion.

All voted Aye.

~ne city Manager said the Post office has reversed its previous decision and
approved the use of Barnard for one of the streets in University Place. He
therefore rec~,a,~nded that the City Council approve the street names Morehouse
and Barnard, which were the original names rec~,~,~nded.

Mrs. 'i'h~,~son moved approval. Mr. A~ams seconded the, motion, which carried

SPECIAL ASSESSMENT RATES

The city Manager rec~%m~nded establish/rig a rate for 1989-90 of $18.35 per
front foot for the improvement of unLmproved City streets, and a rate of
$11.11 per front foot for new alley paving projects. This amounts to roughly
one-fourth of the total cost of paving or rebuilding an unimproved street.
The remaining three-fourths is paid by the taxpayers of the entire City when-
ever an unimproved public right-of-way is brought up to City standards. He
said these rates are adjusted an~lly based on cuzz~nt prices, as required by
Council policy.

Mr. Adm~ moved approval as recu.ut~ended, with Mr. Wagner seconding the motion.

In response to Mr. Price, Mr. Ollendorff said the rate last year was $17.81,
and the $18.35 figure represents a 3% increase.

All voted Aye, except Councilmembers Price and Th~son, who voted Nay.

VACANT IDT SALE - 6545 PLYM(TJTH

The City Manager rec~,=~_nded the sale of a vacant lot ~a~t of 6547 Plymouth to
the adjaoent homeowner who has been taking care of it and would like to uti-
lize it for a side yard and qazden. The lot is unbuildable, and in light of
the expense already incurred by the buyer, he proposed a price of $10.00.

Mr. Price moved approval, with Mr. Aa~ms seconding the motion.

Mr. Price asked if this and a similar item later on the agenda are the result
of Assistant Director of Public Works Mose Head asking owners if they wished
to buy adjacent unbuil~ble lots next to their homes for a nominal amount.
