Session 1496, Minutes Page 3 <br />May 17, 1989 <br /> <br />statistics would show the patrols have made any difference in the crime rate; <br />however, he felt bicycles would keep police visible and enhance their ability <br />to catch criminals on foot. It was decided that no additional funds would be <br />e~ now, but the Police should look into some ir~_xpensive alternatives <br />that could inu~e interaction between the Police and the public. <br /> <br />Serving warrants on Code ~iolators. Mr. Ollendorff said the minimal cost of <br />serving wa~£o/rts was $3,000 and it would result in sc~e revenue but would not <br />pay its own way. F~wever, those requesting this felt it would put more credi- <br />bility in the enforcement process, and may result in more people fixing up <br />their p~y. Mr. wagner said this was rec~,a,~_nded by Develoument Strate- <br />gies and should be give~ high priority. Mr. A~s agreed and felt there might <br />be some way to recoup sc~e of the costs. Mr. Ollendorff said he thought the <br />Judge took warrant costs into consideration when assessing f/nes and court <br />costs. There was discussion on how the warrant system works, and it was sug- <br />gested that perhaps some changes were in order to make it more efficient. All <br />agreed that $3,000 should be allocated. Mr. Schoc~er suggested that scme of <br />the contingency money in the Legal budget for outside attorney consultation <br />might be used for this purpose. <br /> <br />$100,000 for Olive Boulevard improvements. Following brief deliberation, it <br />was decided first to discuss how to spend the $100,000 available now before <br />allocating an additional $100,000. <br /> <br />D~re recyccling. Mayor Majerus said she ,felt that the City was proceeding as <br />fast as possible on the request for more recycling. <br /> <br />Cutting brush and weeds along alleys. Mr. Ollendorff said t_hat the City has <br />been doing a thorough job cleaning several of the worst alleys each year, but <br />to do more would re~,~re additional funds for more help or overtime. Mr. Wag~ <br />net said he would like to see this done in oonjunction with a neighborhood <br />cleanup, that is, city workers would be sent to help as part of a neighborhood <br />cleanup. Mr. Price. said the problem was getting enough people to take an ac- <br />tive part in this k/nd of effort. He felt the real issue was one of inspec- <br />tion, and somehow the city had to let people know that the alleys had to be <br />kept clean. Tnare was consensus that any efforts along this line must be ac- <br />c~m~ied by notification to the neighborhood of what the City is going to do <br />and what it e~pects. The Mayor said Council needed to work out a methodology <br />ts put the consultant's reo~m~ndations in force, but that could not be done <br />tonight s/rice it required further study of the report. Mr. Wagner agreed and <br />said Council should be able to work out plans for this during the sunnier. He <br />also felt a small amount should be allocated to supplement what will be done <br />with money now in the budget. It was decided that $2,500 would be added. <br /> <br />l~lrchase ($3,000) and ~alntenance ($6,000) of Cc~l~tv lets in University city. <br />Mr. Price felt the City was already spending a great deal for maintenance of <br />these lots since the County did little and now says it will not even do any <br />mowing. Mr. Ollendorff said he has not received that information. There are <br />about 30 lots, and although three are builaahle, they probably will not be <br />built on, he said. With the exception of the garage the City had to remove on <br />a County-owned lot, the city really has not spent very much on maintaining the <br />lots.
