Session 1814 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />June9,2001 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Saturday, June 9, 2001, Mayor Joseph L. Adams called the meeting to <br />order at 8:00 a.m. In addition to Mayor Joseph L Adams, the following members of the <br />Council were present: Ms. Cassandra Colquitt, Mr. Wayne I. Munkel, Mr. Robert Wagner, <br />Mr. Larry Lieberman, Mr. Paul Schoomer, and Mr. Arthur Sharpe, Jr. Also present was City <br />Manager Frank Ollendorff and Assistant City Manager Julie Szymula. <br /> <br />AGENDA #1 - RENTAL LICENSING PROGRAM REQUIREMENTS: <br /> <br />After considerable discussion, the City Council directed Mr. Ollendorff to re-write the <br />legislation as follows: <br /> <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br /> <br />Inspect exteriors every two years. <br />Inspect interiors every two years. <br />$35 fee now and then biannually thereafter w/bulk rate discounts. <br />Complaint driven inspections. <br />Inspections good for one !/ear. <br />Inspections triggered by occupancy change. <br />Conditional occupancy permits good for 60 days. <br />No grandfathering. <br /> <br />Council would like to look at a standardized inspection list prior to Council approving the <br />bill for this new program. <br /> <br />AGENDA #2 - WASHINGTON UNIVERSITY ANNEXATION: <br /> <br />Mr. Ollendorff reported that the revenue and expense estimates were a big guess and that <br />his best guess is that the cost benefits do not look very beneficial for the City. He did point <br />out that the University would not give him any specifics on these two items and that it was <br />really impossible to make a clear determination without their exact cost figures. <br /> <br />Council directed Mr. Ollendorff to stop active work on annexation right now, but to continue <br />to file necessary paperwork at the next five year period. It looked like Clayton was not <br />interested in pursuing this matter, as well, but if they did, Council wanted Mr. Ollendorff to <br />revive this effort. <br /> <br /> <br />
