Session 1802 <br />February 12, 2001 <br /> <br />AGENDA #6 - PARLIAMENTARIAN FOR CITY COUNCIL MEETINGS: <br /> <br />The City Clerk asked Council if preparing for a registered parliamentarian (Robert's Rules) <br />program would be beneficial to Council at meetings. She pointed out that it isn't usually <br />necessary and that Council usually gets out of their messes, but there have been a few <br />times when Council spent a little too long dealing with a parliamentary issue or when a <br />parliamentary issue was dealt with inconsistently. The sense of Council was to allow the <br />City Clerk to go through the registered parliamentarian program for $150. <br /> <br />AGENDA #7 - BOARDS AND COMMISSIONS - TRAINING AND APPOINTMENTS: <br /> <br />The City Clerk reported that she was running out of standing file applications for Council's <br />use in filling boards/commission appointments. She also noted that some members of <br />Council were having problems making their appointments. After some suggestions, Council <br />agreed that a small cut out application in the CityScape would be a good idea, as well as <br />the City Clerk's idea of a boards/commission brochure, which could be placed in the new <br />resident's bags which they get when they come in to apply for an occupancy permit. The <br />City Clerk will also put something out on the website, as well. The City Clerk also offered <br />to help make the parliamentary checklists for the Council liaison's to take to their respective <br />boards/commissions. She noted that a Councilmember had suggested doing this at a past <br />study session meeting and that it had not been done yet to her knowledge and felt it <br />important to get this information disseminated fairly quickly. <br /> <br />AGENDA #8 - TRAVEL POLICY FOR COUNCIL: <br /> <br />The Council approved the new draft travel policy as prepared by the City Council travel <br />subcommittee (Mr. Lieberman), with the following exceptions: <br /> <br />1. Travel would be set at .08 of the City's budget, plus approximately $2,000 for City <br />Clerk travel. <br /> <br />AGENDA #9 - MSD: RIVER DES PERES: <br /> <br />Mr. OIlendorff reported that MSD was planning to widen the River Des Peres for flood <br />control. Stone walls are planned for installation to stop erosion from the 82® Street bridge <br />north to Archer/Braddock to one block west. He stated that MSD needs a 15' easement <br />and therefore, would need all owner's signatures along this stretch. MSD has offered to <br />pay each owner $500 or more for the right to the easements. They are holding a meeting <br />on June 12th at 7 p.m. and it is important that the third ward Councilmembers inform their <br />constituents in this area about this project. They will lose about 7' of their property when <br /> <br />3 <br /> <br /> <br />
