RESOLUTION <br /> <br />The matter of the request to delay MetroLink construction until funding for building it <br />underground could be obtained was considered. <br /> <br />After a review and general discussion on the matter, Councilmember Wagner offered the <br />following resolution and moved its adoption. <br /> <br />WHEREAS, it has been determined by the East-West Gateway Coordinating Council (EWGCC) <br />that a MetroLink extension shall be constructed from the current DeBaliviere Station to <br />Shrewsbury; and <br /> <br />WHEREAS, the alignment of that MetroLink extension has been specified by the EWCJCC to be <br />routed through neighborhoods of St. Louis, University City, Clayton, Richmond Heights, <br />Maplewood and Shrewsbury; and <br /> <br />WHEREAS, BiState Development Agency has been given the responsibility to design and <br />construct that MetroLink extension using the specified alignment, with a target budget of $404 <br />million, which is arguably insufficient; and <br /> <br />WHEREAS, budgetary constraints have mandated surface alignment alongside densely <br />populated neighborhoods, as opposed to underground construction; and <br /> <br />WHEREAS, coordination with those adjacent neighborhoods throughout the design process has <br />produced an increasing level of anxiety and concern among the residents of those neighborhoods; <br />and <br /> <br />NOW, THEREFORE, BE 1T RESOLVED that the City Council of University City requests <br />BiState Development Agency to design the MetroLink extension using the best engineering <br />standards and in the best interests of our community's adjacent neighborhoods, and <br /> <br />BE IT FURTHER RESOLVED, consistent with our original Resolution to EWGCC in 1997, that <br />construction alongside our residential neighborhoods shall be "cut-and-cover" design, placing all <br />tracks underground, and <br /> <br />BE IT FURTHER RESOLVED that BiState delay all construction until sufficient funds to <br />accomplish these objectives are guaranteed to be provided through either local, private, state <br />and/or federal sources. <br /> <br /> <br />
