A bill was introduced by Mr. Sharpe, entitled:

AN ORDINANCE GRANTING, SELLING AND CONVEYING A PARCEL OF
LAND AT 7015 DARTMOUTH AVENUE TO ROBERT W. NEVINGER.

Mr. Ollendorff stated that the City Attorney had provided a legal opinion on this because
he felt it might be against the Missouri Constitution to grant or gift public land to private
interests. It has an appraised value of $19,400 from the County Assessor. Mr.
Ollendorff said that it does not appear to be a buildable lot and it is in a floodplain. The
Council often approves these types of sales when vacating property to adjacent owners.
The adjacent owner has been maintaining this property for many years. This sale will
save the City from any future tax loss, liability and maintenance costs.

Mr. Sharpe stated that the acquisition cost maybe too Iow. He believes state law may
require that we obtain appropriate value for property.

7
