Session 1825 <br />November 19, 2001 <br /> <br />why we should. Doesn't the developer have to have ownership of the property prior to <br />rezone? Mayor Adams stated that he could only assume since we have the request to <br />rezone before us, that the developer has an option. <br /> <br />AGENDA ITEM #2: RESIDENTIAL PARKING RESTRICTIONS -70XX PERSHING: <br /> <br />The Traffic Commission recommends approval of a request from residents in the 70XX <br />block of Pershing Ave. to add the hours of 10:00 am to 2:00 pm to their residential <br />permit parking program. Currently parking is restricted in this block from 6:00 p.m. to <br />10:00 p.m. to vehicles with residential parking permits. The City code limits the <br />residential permit parking to a maximum of six consecutive hours each day. The next <br />step for City Council to approve this request is to introduce a bill amending the City <br />code to allow up to eight hours restricted parking daily and dropping the consecutive <br />requirement. Any member of Council may request preparation of a bill. <br /> <br />Mr. Wagner reported that this was the first block that the City applied this ordinance to <br />in order to institute residential permit parking. Embedded at the end of this residential <br />street is a very small commercial center that has very limited parking. The problem <br />came when a restaurant was approved for the corner of Big Bend and Forest Park <br />Parkway. The customers overflowed into the neighborhood. It was reasonable to <br />approve this six hour limit, which the residents could pick. They picked 6 p.m. to 10:00 <br />p.m. The new problems that is occurring is from the nearby construction of the 400 <br />room dormitories that Washington University is building, which is cattycorner to this <br />commercial center. During the construction period, the workers would come and park <br />on their block during the day. He, personally, had seen up to ten trucks parked on this <br />street that belonged to the construction crews. This phase is about over, but the <br />problem will become the students that tend to use this street as a parking lot. Metrolink <br />will most likely cause them trouble. He concurs with the Traffic Commission's <br />recommendation to extend the restricted hours to eight and drop the consecutive hour <br />requirement. <br /> <br />Mr. Wagner requested that the requested legislation be prepared. <br /> <br />Mr. Lieberman asked Mr. Wagner, being liaison to the Traffic Commission, if the <br />residents wished to retain the 6:00 p.m. to 10 p.m. restriction. He doesn't think it is <br />needed anymore. Mr. Wagner said that it did come up and was discussed.
