Session 1825
November 19, 2001

this that was issued by the Supreme Court that he will be happy to submit to the City
Clerk. Mayor Adams asked if his group campaigned last November under the Human
Rights Campaign. Mr. Dunn said that they came in under the Sierra Club's name last
November. Mr. Dunn explained that the Human Rights Campaign is a national
legislative group that was formed to address hate crimes involving sexual orientation,
gender and disability and to include all of these issues into federal hate crime
legislation.

Mayor Adams said the motion on the table deals with the MoPIRG request to solicit in
July. Mr. Dunn says that it is not correct and needs approval to solicit on November
26'h. Mayor Adams replied that the council can not act on this measure because of
obvious paper errors and he will not speculate where the errors are. The correct
application needs to be filed and then resubmitted to the Council for action.

Mr. Dunn respectfully disagrees and asks for an immediate ruling. All the motions have
been set in place for a solicitation canvass beginning November 26'h. Mayor Adams
said that his ruling is that this cannot be dealt with now. He does not have the proper
paperwork, and if he does not have the proper paperwork then the issue does not exist.

Mr. Dunn confirmed that the next meeting was on December 3ru and that there could be
no activity in U. City until then. Mayor Adams responded that that would be his guess.
The only one that could change it would be the courts. Mayor Adams noted that this
was not a denial and can be revisited without prejudice.

Mr. Wagner suggested a quick special meeting either later this week or next week.

Mr. Dunn asked for something in writing exonerating him from any wrongdoing. The
Council agreed that this was a reasonable request, if the error was the City's.

Mr. Lieberman offered a postponement for the motion and this issue until our May
meeting. Mayor Adams would rather see the mover and second withdraw their motion.
Mr. Schoomer and Mr. Sharpe withdrew the motion and second.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL 8563 - APPROVING A FINAL SUBDIVISION PLAT OF A TRACT OF
LAND TO BE KNOWN AS 7835 DELMAR CONDOMINIUMS AND LOCATED
AT 7835 DELMAR.

The bill was given its second reading.
The bill was given its third reading.
