Session 1715, Minutes
Febru~/9, 1998

PUBLIC HEARING - ZONING AM!=NDMENTS:

Mr. Ollendorff recommended setting 7:30 p.m. on March 16th in the Council Chambers
as the time and place for the public hearing to consider five zoning code amendments
recommended for approval by the Plan Commission and two amendments being held
for further study. The amendments pertain to Planned Development District regulations
and include the intent, vote requirement for site coverage increase, disallowing building
height increase after preliminary development plan approval, clarifying parking
requirements, specifying schedule for filing of protest petitions and restricting building
heights.

Mr. Lieberman moved approval. Mr. Wagner seconded the motion, which carried
unanimously.

PERSONNEL REPORT:

Mayor Adams noted the personnel report for the week ending February 6, 1998, and
ordered it filed.

CITIZEN COMM!=NTS:

Ms. Linda Kraft, 7275 Creveling, came to give the Mayor and Council an update on
what is happening with the Friends of the Green Center. Ms. Kraft reported that they
now have non-profit status. They have filed for 501(c)3 tax status. They will then be
able to start fund raising and ask for donations. Their group was able to obtain a
$5,000 grant from the Missouri Conservation Department for the establishment of an
outdoor classroom. They also want to make use of Ruth Park Woods and the prairie at
Brittany Woods. They are currently attempting to fine tune the services they wish to
provide with the help of a strategic planner. They also plan to have an architect go
through the building to discover how to best use the space. Once these areas have
been defined, a usage proposal will be submitted to the City. They are also working
with an attorney to draft a lease of the building.

Responding to Mr. Wagner, Ms. Kraft said they did not know at this point what types of
fund-raising events they would hold. They are working with U. City In Bloom. They will
be doing local fund-raising, but they envision the Green Center as a regional resource,
so they will not limit the fund-raising to the University City area. They are looking at
many types of grants from all over the country.
