<br />March 5, 2007 <br /> MINUTES OF UNIVERSITY CITY COUNCIL <br /> <br />March 5, 2007 <br /> <br />At the Regular Council Session of the City Council of University City held in the <br />Chambers of the City Hall, on Monday, March 5, 2007, Mayor Adams called the meeting <br />to order at 6:30 p.m. In addition to Mayor Adams, the following members of the Council <br />were present: <br /> Ms. Stefany Brot <br /> Mr. Byron Price <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was City Manager, Ms. Julie Feier. <br /> <br />SWEARING IN <br /> <br />Caryn St. Clair and Karen Palmer were sworn into the Parks’ Commission in the City <br />Clerk’s office at City Hall. <br /> <br />CONSENT AGENDA <br />1. Request to solicit – Haven Club <br />2. Playground equipment and resurfacing work at Kingsland Park <br />3. Pruning of 431 trees. <br /> <br />Consent agenda number 3 was pulled at the request of Ms. Brot. <br />Consent agenda numbers one and two were moved for approval by Mr. Sharpe, Jr., <br />seconded by Mr. Glickert and approved unanimously. <br /> <br />Consent Agenda #3 – Pruning of 431 trees <br />Ms. Feier explained that this was an annual contract and the city had used the low <br />bidder, T&L Tree Service, previously with no incidents or requested Change Orders. She <br />stated that past bids also had large gaps between dollar bids. <br /> <br />Ms. Brot said she would like additional information be included in the packets, listing all of <br />the pros and cons. In this particular situation, the disparity in amounts that were bid was <br />a warning signal to her. She did not want to take the lowest bidder in all cases because <br />in the long run it does not always turn out to be the lowest bid. The Council has <br />experienced this with the City Hall renovation bid. Ms. Brot is proud of the trees <br />associated with University City and the passage of the tree ordinance passed to preserve <br />this beauty. She did not want a tree company coming in and improperly trimming the <br />trees incorrectly, in order to meet their low bid price. Ms. Brot would like to know if the <br />criteria in the tree ordinance would be carried out, that Jim Crowe, the City’s Forester <br />would be over-seeing the operation, and that Mr. Crowe discussed the plan with the low <br />bidder’s arborist. She said from her experience with a good tree company, pruning a tree <br />on her property cost her $1500 and this low bid amounts to $40 per tree which makes her <br />nervous. Ms. Brot asked the City Manager to send to the Council more details as to if the <br /> 1 <br /> <br />
