Session 1821 <br />October 8, 2001 <br /> <br />ordinances appear to have been met. The City Council policy on new alcohol sale <br />licenses is to require a six-month waiting period to observe the business in actual <br />operation unless the applicant has substantial good quality experience with liquor sales. <br />The police department reports that the applicant§s background is clear, and that she <br />does in fact have a lengthy good quality experience with the sales of all types of <br />alcoholic beverages at a restaurant on Brentwood in Richmond Heights for over a <br />decade. On the basis of our investigation, we find that the City Council may approve <br />this license at this time should you wish to do so. A public hearing is not required by law <br />for licenses limited to beer and wine. <br /> <br />Mr. Munkel moved approval. Mr. Sharpe seconded the motion. <br /> <br />Mr. Lieberman said that he was confused. The City Manager's summary reports that <br />the police background report stated that thE; applicant was clear and that she does in <br />fact have a lengthy experience with liquor of all types at the restaurant on Brentwood in <br />Richmond Heights. The detective's report; however, does not make any mention of any <br />other prior experience with an alcohol selling establishment. Also on the application, <br />the applicant answered "no" to the question if they had ever had any experience selling <br />alcohol. He is therefore confused. <br /> <br />Mayor Adams said that he was told that the, applicant was the manager of the restaurant <br />on Brentwood and had been there for many years. Mayor Adams said that Mr. <br />Lieberman's points were good ones, however. Mr. Lieberman doesn't believe we can <br />pass this until these questions are answered. <br /> <br />Mr. Lieberman moved to table this issue. Ms. Colquitt seconded the motion, which <br />carried six to one, with Mr. Munkel voting Nay. <br /> <br />Mayor Adams asked Ms. Szymula to look into Mr. Lieberman's questions and report <br />back at the next Council meeting. <br /> <br />QUESTION ON CONSENT CALENDAR ITEM #1: BRIDGE PAINTING: <br /> <br />Ms. Colquitt would like to know what the colors of the bridges would be before they are <br />painted. Mayor Adams noted that the Director of Public Works would be asked to report <br />to the City Council on the colors that will be chosen for the paint work. <br /> <br />CITIZEN COMMENTS: <br /> <br />Abbie Carter, 1135 Watts, said that she was the Director of Early Childhood Education, <br />and was here to promote the Parents as Teachers program. Parents as Teachers is a <br />research based program for prenatal to 5 years old children. Research has shown <br />when children are involved with PAT or preschool they will do better in elementary <br />schools and standardized tests.
