Department Report <br /> <br /> <br />Ms. Riganti stated that the City-owned building in The Loop (parking garage) had leases signed <br />for three new businesses. The current police department facilities were still being studied and <br />further input from the public would be gathered at two upcoming meetings in November. <br /> <br />The Plan Commission members, Council liaison, and staff discussed the former Delmar- <br />Harvard School property. <br /> <br />Ms. Riganti stated that the developer for the previously proposed redevelopment concept of a <br />multi-family residential development had put project on hold for now. There was opposition <br />from the neighbors in the adjacent subdivision, University Heights. The recent proposal from <br />the same developer was to use the vacant western lot of the site (601 Trinity) for public <br />parking. The property had been used for both off-street parking and a play area for students <br />when Delmar-Harvard School was still open. The use of the lot for off-street parking continued <br />after the school was closed and is a grandfathered use. <br /> <br />The Chairperson stated she was a resident in University Heights Subdivision but had not been <br />involved in any of the Subdivisions activities or meetings related to this matter. She had <br />concerns about the staff decision to consider the parking use grandfathered with little public <br />input. <br /> <br />Questions, Comments, and Discussion <br /> <br /> <br />-There were some discussions as to whether or not the property was used for parking. <br /> <br />-The current location of the library was originally the playground for Delmar-Harvard <br />School. After the library was built in 1967, the vacant property at 601 Trinity was then <br />used as a play area and parking. <br /> <br />-There had been little communication from the School District to the City. <br /> <br />-Some of the Plan Commission members asked to receive updates on the Delmar-Harvard <br />project in the future and perhaps another public meeting would be necessary. <br /> <br />Ms. Riganti stated the property had been used as a play area and off-street parking for a long <br />time but it was unknown exactly how long. When Delmar-Harvard school was still open, the <br />lot was used for parking and that use continued after the school closed, including overflow <br />parking on weekends and during other events. She stated that the continuation of a non- <br />conforming use does not have a public process set forth in the Zoning Code and gathering any <br />public input would be voluntary by the property owner. However, she stated that any <br />expansion of the use, construction of a building, or other substantial change would require a <br />public process. <br /> <br />9.
