<br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />April 30, 2007 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, April 16, 2007, <br />was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the following <br />members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> <br />Also present were City Manager Ms. Julie Feier and Lehman Walker, Director of Community <br />Development. <br /> <br />The Study Session agenda was planned for the discussion of <br />1. Report of the Economic Development Tax Board <br />? <br /> Board at their meeting on April 4, 2007, approved the first year’s expenditures <br />for the revenue to be generated by the Economic Development Retail Sales <br />Tax. This tax was approved at the August 8, 2006, election by the University <br />City voters. <br />? <br /> Projected annual tax revenue: $550,000 <br />? <br /> First Year 2007 - 2008 <br /> Delmar Improvement (U. City’s matching funds for <br /> an already approved federal grant) $330,000 <br /> Olive Sidewalks & Street Lights (matching funds) <br /> North & South to Hanley $110,000 <br /> Olive Blvd. Design Guidelines $ 50,000 <br /> Planning & Development Annual Operations $ 40,000 <br /> Delmar Directional Signs & Map $ 20,000 <br />The spending of the monies for the following four years will be next discussed and voted <br />on by the Economic Development Tax Board at their future meetings. Once another <br />report is approved it will be presented to the City Council for its analysis and <br />recommendation. <br /> <br />2. Partnering with Olivette on the potential planning area of study at I-170 and Olive <br />? <br /> The Council recommended not to partner with Olivette in determining what will <br /> be developed in University City’s quadrants. <br />? <br /> The Council recommended issuance of Request For Proposals (RFP) be sent <br /> out, residential areas excluded, except for Briscoe Place. <br /> <br />The Study Session was adjourned at 6:25 p.m. <br /> <br />Joyce Pumm <br />City Clerk <br />
