<br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />March 19, 2007 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, March 19, <br />2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br />Ms. Stefany Brot had an excused absence. <br />Also present were City Manager, Ms. Julie Feier and Director of Public Works, Evelyn <br />Shields-Benford along with representatives from Metropolitan St. Louis Sewer District (MSD) <br />and the U.S. Army Corps of Engineers. <br /> <br />MSD presenters were Terry Forster and Mark Koester. <br />U.S. Army Corps of Engineers were: Ryan Larson – Project Manager, Dennis Stephens – <br />Chief Hydrologist, David Leak – Chief, Planning and Project Development, David Kelly – <br />Economist and Sharon Wolf – Realty Specialist <br /> <br />The Study Session agenda was planned to discuss the study of River DesPeres <br />improvements. <br /> <br />Corps of Engineer presentation summary: <br /> A Corps project for improving the River Des Peres, to reduce flooding to private <br />o <br />properties in the Flood Zone, was approved by Congress in 1988. The authorized plan <br />provided for a trapezoidal channel with a concrete bottom and a rip-rap lined walls. <br /> The project was not implemented because neither the City nor MSD had matching <br />o <br />funds. <br /> In 2004, the City signed a cost sharing agreement with the Corps to re-activate the <br />o <br />feasibility study. <br /> The feasibility study is a required step, if the Corps is to participate in the improvement <br />o <br />of the channel. <br /> The Corps’ participation in a project is limited to 75% of the cost. A local sponsor must <br />o <br />pay the other 25%. <br /> In 2006, the City approved continuing to move forward with the Feasibility Study as long <br />o <br />as “natural solutions” to the flooding problem were considered. <br /> MSD agreed to provide financial assistance to the City for the feasibility study. <br />o <br /> Funding for the $750,000 Feasibility Study was presented as follows: <br />o <br /> <br />Expenditures <br />Agency Total (to Date) Remaining <br />Federal $562,500 $244,000 $318,500 <br />MSD $167,000 $88,167 $78,833 <br />U. City $20,500 $0 $20,500 <br /> $750,000 $332,167 $417,833 <br /> <br /> A Flood Year Event Map was presented which illustrated the 10 year and 100 year <br />o <br />boundaries. Another map showed that a 15 year event flooded nearly as much area as a <br />500 year event. <br /> <br />
