The authorized plan
provided for a trapezoidal channel with a concrete bottom and a rip-rap lined walls.
The project was not implemented because neither the City nor MSD had matching
o
funds.
In 2004, the City signed a cost sharing agreement with the Corps to re-activate the
o
feasibility study.
The feasibility study is a required step, if the Corps is to participate in the improvement
o
of the channel.
The Corps’ participation in a project is limited to 75% of the cost. A local sponsor must
o
pay the other 25%.
In 2006, the City approved continuing to move forward with the Feasibility Study as long
o
as “natural solutions” to the flooding problem were considered.
MSD agreed to provide financial assistance to the City for the feasibility study.
o
Funding for the $750,000 Feasibility Study was presented as follows:
o

Expenditures
Agency Total (to Date) Remaining
Federal $562,500 $244,000 $318,500
MSD $167,000 $88,167 $78,833
U. Another map showed that a 15 year event flooded nearly as much area as a
500 year event.
