Session 1832 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> February 11, 2002 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Monday, December 3, 2001, Mayor Joseph L. Adams called the meeting <br />to order at 8:09 p.m. In addition to Mayor Adams, the following members of the Council <br />were present: Ms. Colquitt, Mr. Munkel, Mr. Robert Wagner, Mr. Larry Lieberman, Mr. Paul <br />Schoomer, and Mr. Arthur Sharpe, Jr. Also present were City Manager Frank Ollendorff and <br />Assistant City Manager Julie Szymula. <br /> <br />AGENDA #1 - ARCHITECTURAL REVIEW BOARD FEASIBILITY: <br /> <br />After discussion concerning the pros and cons of instituting an architectural review board, <br />Mr. Ollendorff stated that this matter should be referred to the Plan Commission for further <br />study and recommendation. The Council also agreed that the Plan Commission review the <br />SR1 zoning requirements related to setbacks, height, etc. considering the larger homes <br />being built in today's market on small lots, and due to a growing unrest among the citizenry <br />affected by this type of construction. The Council is very interested in researching this <br />possibility. <br /> <br />AGENDA #2 - FENCING REQUIREMENTS FOR NEW CONSTRUCTION: <br /> <br />At Mr. Lieberman's behest, the Council discussed a possible requirement to install opaque <br />fencing completely around any new construction. Upon discussing this issue further, the <br />Council requested that Mr. Ollendorff research the costs of this type of fencing and the <br />impact that these costs may or may not have on developers and the development area, <br />prior to making any decision regarding legislation. <br /> <br />AGENDA #3 - BOCA CODE - SINGLE DOOR ISSUE: <br /> <br />The single door allowed by BOCA and the City on new residential construction is another <br />growing concern among citizens. The Council requested that four bills be prepared, as <br />follows: 1) requiring a minimum of two doors in each constructed residence on two <br />different sides of the house, 2) Establish a moratorium on any construction of this type until <br />research and legislation is in place; 3) to create both of these ordinances with emergency <br />clauses as an option. <br /> <br />Mayor Adams adjourned the meeting at 8:3C p~"~.~. , <br /> <br /> Leisha Meine Forsythe, <br /> <br /> <br />
