Session 1832

MINUTES OF THE UNIVERSITY CITY COUNCIL
February 11, 2002

At a duly posted study session of the City Council of University City held in Room 6, second
floor of City Hall, Monday, December 3, 2001, Mayor Joseph L. Adams called the meeting
to order at 8:09 p.m. In addition to Mayor Adams, the following members of the Council
were present: Ms. Colquitt, Mr. Munkel, Mr. Robert Wagner, Mr. Larry Lieberman, Mr. Paul
Schoomer, and Mr. Arthur Sharpe, Jr. Also present were City Manager Frank Ollendorff and
Assistant City Manager Julie Szymula.

AGENDA #1 - ARCHITECTURAL REVIEW BOARD FEASIBILITY:

After discussion concerning the pros and cons of instituting an architectural review board,
Mr. Ollendorff stated that this matter should be referred to the Plan Commission for further
study and recommendation. The Council also agreed that the Plan Commission review the
SR1 zoning requirements related to setbacks, height, etc. considering the larger homes
being built in today's market on small lots, and due to a growing unrest among the citizenry
affected by this type of construction. The Council is very interested in researching this
possibility.

AGENDA #2 - FENCING REQUIREMENTS FOR NEW CONSTRUCTION:

At Mr. Lieberman's behest, the Council discussed a possible requirement to install opaque
fencing completely around any new construction. Upon discussing this issue further, the
Council requested that Mr. Ollendorff research the costs of this type of fencing and the
impact that these costs may or may not have on developers and the development area,
prior to making any decision regarding legislation.

AGENDA #3 - BOCA CODE - SINGLE DOOR ISSUE:

The single door allowed by BOCA and the City on new residential construction is another
growing concern among citizens. The Council requested that four bills be prepared, as
follows: 1) requiring a minimum of two doors in each constructed residence on two
different sides of the house, 2) Establish a moratorium on any construction of this type until
research and legislation is in place; 3) to create both of these ordinances with emergency
clauses as an option.

Mayor Adams adjourned the meeting at 8:3C p~"~.~. ,

Leisha Meine Forsythe,
