To <br />“accommodate the expected enrollment” under MSIP standards, every school would <br />need additions put onto existing facilities and space reconfigured. They suggested that <br />as currently configured, the schools are overcrowded; I am unclear if this <br />recommendation came without the knowledge of the demographic and enrollment <br />information. They proposed that to renovate and complete the proposed new <br />construction on all six elementaries and the High School would cost approximately <br />$83.5 million not including the same exclusions listed above. No figures were given for <br />Brittany Woods because the long range planning process was not complete. Christner <br />also did a cost comparison between renovating elementary space for 650 children per <br />building versus constructing new buildings. Christner’s summary is attached. <br /> <br />$9,000 of CDBG <br />During the June 18 Council meeting, Council allocated an additional <br /> St. Louis County Home Improvement Program <br />funds to the over the next two years, <br />for a total allocation of $38,699 for those years. For clarification, there are two Home <br />Improvement Loan Programs available to our lower income residents. The County <br />administers a program funded through our CDBG allocation. The other home <br />improvement program is directly administered by the City. It is a loan program funded <br />through payback of previous loans and periodic funding through the general fund. U <br />City has an account of approximately $65,000 set aside for Home Improvement loans. <br />Of this amount, nearly all is committed, confirming that the program is well utilized and <br />in need of additional funding. Both programs provide the majority of the loans for ten <br />years at 3% and renew their balance through the payback of past loans. Previously <br />both programs were loan programs only, but recently the following changes were made <br />to the program to benefit low-income seniors: <br />? <br /> Income Level I - 100% Loan <br />? <br /> Income Level II - 50% Loan & 50% Grant <br />? <br /> Income Level III (lowest income) – 100% grant to Seniors (65 and over) <br />The 100% grant is applicable for projects up to $5,000 for seniors 65 and older who <br />meet income guidelines, which is $13,850 per year for one resident, $15,800 for two <br />residents, etc. Call 615-4029 (St. Louis County) or 505-8516 (University City) for <br />program assistance. <br /> <br />The public is invited to join First Ward Councilmembers at a ribbon cutting, 5:30 PM <br />900 N.
