To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: July 6, 2007

Subject: Weekly Update

I have included a packet of information from Community Development Director Walker
LCRA and TIF
regarding recent economic development initiatives. The Commissions
will hold a joint meeting next Wednesday to discuss the use of condemnation on three
underutilized commercial properties on Olive Blvd. The process may include the use of
eminent domain in order to purchase the properties. The locations under consideration
are located at Midland and Olive and North and South and Olive. The RFPs for Olive
Design Guidelines and the Olive/I-170 development proposals are due this month.

St. Louis County responded to our list of requests regarding pedestrian safety during
I-64 Project
the. The County agreed to repaint and add glass beads providing better
reflectivity in all the uncontrolled pedestrian crossings across Delmar. They have also
proposed to limit parking around these crossings to better enhance visibility of the
signage. They have agreed to paint the crosswalk at Civic Plaza and remove the
crosswalk at the adjoining Lions’ Gates. The County did approve a painted uncontrolled
crosswalk and signage across Midland at Cornell. However, several requests were
denied for additional crosswalks throughout the neighborhood. We requested
enhanced signage at all the uncontrolled crosswalks to inform/remind drivers that it is
state law to stop/yield for pedestrians within a crosswalk. The proposed signs would
have indicated the fine for said violation. While our statistics differ, the County denied
our request arguing that all citizens are aware of the law and those inclined to violate
the law would in any event despite the signage. We continue to provide pedestrian
crosswalk detail in order to educate and evaluate the crossings. As an example on July
3, there were 23 vehicles stopped. Eleven individuals received tickets, and twelve
received warnings. I will share the summary of the offenses with the County. The
Midland between Canton and Olive
County intends to proceed with plans to re-stripe
in September despite our objections that three homes will be greatly impacted due to
reduced access to parking. The removal of street parking will also add to the difficulty of
trash collection along that stretch of Midland. Similarly, despite complaints from the
