RESOLUTION 2016 - 4 <br /> WHEREAS, the City Charter allows the Council "to reject any and all bids"; and <br /> WHEREAS, the City staff presents all bids to Council; and <br /> WHEREAS, the City staff recommends the lowest responsible bid; and <br /> NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF UNIVERSITY <br /> CITY will use the following guidelines for evaluating bids: <br /> 1. Council reserves the right to reject any and all bids <br /> 2. In most cases Council will accept the lowest responsible bid <br /> 3.
