Session 1835 <br />March 18, 2002 <br /> <br />funding to further define and develop the most appropriate plan. He does not see these <br />words specifically in the resolution. All it seems to say is that we are undertaking all <br />such action. Mayor Adams reads that to be implied. <br /> <br />Mr. Wagner wished to note for the record how exciting this concept is and he feels that <br />it will be a further enhancement of the University City Loop area. <br /> <br />The motion to approve carried unanimously. <br /> <br />RESOLUTION: U. CITY PEOPLE FOR DOGS: <br /> <br />Mr. Schoomer moved to add this to the City Clerk's Docket. Mr. Sharpe seconded the <br />motion, which carried unanimously. <br /> <br />Mr. Schoomer stated that U. City People for Dogs have requested a 501c3 status from <br />the IRS as a non-profit organization, which has been granted. The next step would be <br />for the City Manager to negotiate a contract for the use of the tract of land at Vernon <br />and Pennsylvania for a facility to permit dogs to run free. It will be fenced and policed. <br />There will be water and other amenities located on this site. This property will also be <br />shared with U. City in Bloom, which details still need to be worked out. <br /> <br />Mr. Schoomer moved approval. Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman does not recall seeing any information on this issue prior to tonight. <br />Since this involves City resources and land, he believes we need more of an opportunity <br />to review all the pros and cons before we take any action on this. He wants to postpone <br />this issue until April 8. <br /> <br />Mr. Ollendorff reported that the City Council, a year ago, authorized staff to bring about <br />this project. We discussed it a study meeting and Council has received a few staff <br />reports on several possibilities regarding this project. Mayor Adams said that Mr. <br />Schoomer was assigned as a lead person in working with this project to help bring it into <br />fruition. <br /> <br />Mr. Ollendorff explained that this resolution asks the Council's permission for him to <br />enter into negotiations with the U. City People for Dogs organization and their plans to <br />make the southeastern area of Vernon and Pennsylvania in University City a Dog Park. <br />A little over a year ago, the Council approved, in principle, this type of development, but <br />at little or no cost to the City. We will only allow dogs to run loose after the property is in <br />the hands of a private organization. The Council expressly did not want dogs to run <br />loose on property that was under control of the City. A private organization could lease <br />the property, as their right under contract, to use this property as their own backyard. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff replied that the purpose of the resolution <br /> <br /> <br />
