Hill, Zoning Administrator DATE: June 7, 2007

TO: Plan Commission Members FILE NUMBER: P007017

Type of Review: Final Plat approval for Resubdivision/Condominium

Address: 7300 Tulane Ave.

Applicant: Edward Tsimerman
7300 Tulane Ave.
St. Louis, MO 63130

Status of Applicant: Owner

Requested Action: The applicant seeks authorization from the Plan Commission and City
Council for a final plat subdividing a two-family building into
condominium units.

Location: Southeast corner of the intersection of Tulane Avenue and Purdue
Avenue

Existing Zoning: “LR” - Limited Residential District.

The subject structure is a 2 unit building located at 7300 Tulane Avenue. The applicant wishes to
convert the units to condominiums, with the total living area measuring 1016 square feet for Unit A
and 1032 square feet for Unit B. The newly subdivided building will be named “Tulane Avenue
Condominium.” Planning Staff recommend approval of the plat.

The proposed plat’s review falls under the minor subdivision process. The approval required is for a
final plat in conjunction Section 16.12.230 of the Subdivision Regulations. Final Plats are required to
be approved by the Plan Commission and the City Council. The issue to be decided is if the proposed
condominiums meet the minimum requirements of the Subdivision Regulations and the Zoning Code.
The Planning Staff have reviewed the proposed plat. It has been determined that the proposed final
plat meets all of the requirements set forth in the Subdivision Regulations. Upon determination that
the final plat is in full compliance, the City Council should adopt an ordinance approving the final plat.

Neither improvement plans nor a deposit agreement are required under the minor subdivision process.
There are not any public improvements required for the project.

The Planning Staff recommend approval of the Final Plat.

Reviewed and approved by Lehman Walker, Director of Community Development

K-3-e
July 16, 2007
