decision by St. Louis County the City Manager provided a one time grant for <br />$4,000 to be paid this church out of University City’s General funds. <br /> <br /> <br />D-1-b <br />Energy Assistance <br />? <br /> Transfer the $10,000 to Home Improvement for Seniors <br /> <br />The total allocations would remain the same at $103,399. <br /> <br />Mr. Price moved to change the City Manager’s 2007 allocation revision of the CDBG funds, <br />by moving the $4,000 allocated to the Salvation Army to the Home Improvement for low <br />income seniors and was seconded by Mr. Sharpe, Jr. <br /> <br />CITIZEN COMMENTS (for this agenda item) <br />Shirley Richman, 840 Oakbrook Ln <br />Ms. Richman thanked University City for granting money in the past to the Salvation Army. <br /> She introduced Kimberly Beck, administrator for the Salvation Army Family Haven, A <br />Community In Partnership, 1074 Page Blvd. Mr. Glickert asked how much of the money <br />allocated to Salvation Army last year was used for University City’s citizens. Ms. Beck <br />replied that all of the allocated money plus some was used for citizens with a University <br />City’s address listed as their last place of residency. Ms. Beck answered Mr. Sharpe, Jr.’s <br />question stating that they have not received any CDBG’s contribution from other <br />communities. <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett stated the Mt. Gideon Feed the Hungry feeds many children from low income <br />families who are no longer receiving their subsidized lunches since school is out. He felt <br />that Mt. Gideon does not get nearly the large financial donations as does Salvation Army. <br /> <br />Next Councilmember Glickert moved to amend the amendment to reduce the allocation to <br />Salvation Army to $2000 and then move the remaining $2000 to the Home Improvement <br />allocation: this motion was seconded by Mr. Wagner. <br /> <br />The Question was called by Mr. Price. <br /> <br />The amendment to allocate money under the CDBG Grant for 2007, Food for the <br />Homeless and Salvation Army to be decreased by $2,000 and increase the allocation to <br />the Home Improvement for the low income seniors by $2,000. The voice vote was three <br />AYES and four NAYS from Ms. Ricci, Mr. Price, Mr. Sharpe, Jr. and Ms. Brot and the <br />amendment to the motion was defeated. <br /> <br />The original motion to amend part of the CDBG proposed allocation by transferring $4,000 <br />from the Salvation Army to the Home Improvement for low income seniors passed, five <br />AYES and two NAYS, from Mr. Wagner and Mr. Glickert. <br /> <br />Ms. Brot moved to approve the entire 2007 CDBG allocation as amended, seconded by <br />Mr. Sharpe, Jr. and was approved with six AYES and one NAY from Mr. Wagner. <br /> <br />2.
