Session 1838 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 6, 2002 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Monday, May 6, 2002, Mayor Joseph L. Adams called the meeting to <br />order at 6:15 p.m. In addition to Mayor Adams, the following members of the Council were <br />present: Ms. Cassandra Colquitt, Mr. Wayne Munkel, Mr. Robert Wagner, Mr. Larry <br />Lieberman, Ms. Shelley Welsch, and Mr. Arthur Sharpe, Jr. Also present were City <br />Manager Frank Ollendorff and Assistant City Manager Julie Szymula. <br /> <br />AGENDA #1 - BOCA CODE ENTRY/EXIT ISSUE: <br /> <br />After significant and careful deliberation regarding whether or not to require two doors in <br />single family construction, the sense of Council was to introduce legislation, later this <br />evening at the regular meeting, that would permanently ban building these types of homes <br />with only one door. Passage of the new legislation would require new family construction <br />to have two entry / exit doors. <br /> <br />AGENDA #2 - CONSTRUCTION FENCING: <br /> <br />The City Council considered whether it would be feasible to require all new infill <br />construction to be fenced off from view. After reviewing the matter carefully, the sense of <br />Council was not to require fencing at this time, but did direct the City Manager to have his <br />inspectors do a much more thorough job of policing construction sites. <br /> <br />AGENDA #3 - CITY MANAGER GOALS: <br /> <br />The City Manager was concerned that certain items that the City Council discussed during <br />their process of evaluating his performance may not be considered appropriate for closed, <br />executive session. He didn't want the Council to get into any trouble discussing items in <br />closed session if they might be construed as being more operational in manner, rather than <br />an employee issue. The sense of Council was the evaluation of the City Manager's <br />performance was a personnel issue and should remain in executive session; however, they <br />did agree that goal setting should be handled in an open session. <br /> <br />Mayor Adams adjourned the meeting at 7:00 p.m. <br /> <br /> ~is~a Meine Forsythe, City Clerk0 <br /> <br /> <br />
