?
September 8: Annual MML Conference

They City Clerk and I can work together to accommodate the minutes for the March and
May meetings. However, for the Council conference conflicts in March and September
we need to go to one meeting per month, holding meetings back to back or hold a
Tuesday meeting in September to avoid the conflict.

canceling the September meeting
Council mentioned the possibility of . If you choose
to cancel the meeting, I will need to schedule a special council meeting prior to your
August 20 study session. The 5:30 PM meeting would include the final budget transfers
for ’07, the public hearing for the property tax rate, and a grant authorization. If we have
a quorum, I would prefer to maintain the September meeting due to the need to post the
tax rate and the need to introduce the legislation to proceed with the Gatesworth
McKnight entrance that includes easement and deed exchanges, and a maintenance
agreement. The September meeting allows us to meet auditor’s timelines and move
forward with the Highland Homes and Gatesworth Developments in a more expedient
manner.

As you may know, the last stand-alone edition of CityScape was the summer issue.
There will be no fall issue. The updated schedule for Council article submittal is
attached. The next article submittal will be from Council Member Price for the winter
issue. The deadline for submittal is November 16. The last stand-alone edition of
the Recreation Guide is the fall issue. It will be delivered to homes and businesses by
August 24. The combined CityScape/Rec Guide publication will be distributed three
times a year: Winter/Spring (January), Summer (May), and Fall (August).
The size of the publication will be roughly 8.5" x 11" in a magazine, rather than a tabloid
format. It will carry fewer articles from both internal departments and external
constituents, however, we will continue listing the name, mission, phone number and
website address for U. City nonprofits. After current contracts expire, we will no longer
offer display advertising.

We will continue providing news and information via:
~ Annual U. City Calendars (official meetings, city services, holidays, community
resources, etc.)
~ Welcome to University City, a resource guide for new residents and businesses.
~ UCTV-10 (accessible by Charter Communications cable subscribers)
~ U. City Billboards (four sets of 2 each)
~ External media like St. Louis Post-Dispatch/Citizen's Journal, West End Word, River
Front Times, and the St. Louis American

Reconstruction of the bridges over I-64 at Bellevue Avenue, Boland Avenue and
all three
Highland Terrace is about to begin. On the morning of Monday, August 13,
bridges will be closed
so that utilities can be re-routed and other pre-demolition
activities can occur. The eastbound I-64 entrance ramp at Laclede Station Road will
also close permanently at this time. Beginning at 10:00 p.m., on Friday, August 17,
there will be a full closure of I-64 in both directions between Hanley Road and
Clayton/Skinker for the demolition of all three bridges. The bridges will be demolished
mechanically, not imploded as at Tamm Avenue. All eastbound I-64 traffic will be
