<br /> <br />CITIZEN PARTICIPATION ON NON-AGENDA ITEMS <br /> <br />COUNCIL COMMENTS <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert complimented the Council on putting a binder in the library with the upcoming <br />Council’s meeting agenda and the proposed draft minutes. She would also like to see a <br />similar notebook at the Centennial Commons as there are a lot of people there who could <br />find out what is happening in our City. Moreover, she like the weekly update report by the <br />City Manger be made available at the City Library. One of the things that the Prop K <br />committee recommended for the new recreation center was lots of storage space and a <br />bulletin board. There is a bulletin board at the Centennial Commons but it is enclosed and <br />locked. She would like one available for the citizens to post neighborhood meetings, etc. <br /> <br />Esley Hamilton, 7346 Balson <br />Mr. Hamilton was present to talk about the demolition of two apartment buildings on <br />Eastgate. This appeared on the City Manager’s report as an executive action, stating that <br />these buildings were not in the Historic District but they are not in the University City’s <br />Historic District but they were listed on the National Register of Historic places over 20 <br />years ago. The whole neighborhood described in this book which was published by the <br />City in 1997, University City Landmarks and Historic Places, specifically for the purpose of <br />informing the City staff which buildings classified as historic in case of demolition review. <br />Those buildings would have been eligible for state and federal tax credits for rehabilitation <br />purposes of historic properties. The tax credits were not used previously because the <br />properties were owned by Washington University, a not for profit institution, and were not <br />eligible for this credit. Mr. Hamilton felt that it should have been proposed to the University <br />that the property could have been sold to people who could take advantage of the tax <br />credits. He was concerned about University City and asked if this is going to be the <br />University City Plan Department’s policy to ignore the historic home mentioned in this <br />book. <br /> <br />Ms. Brot asked what the difference was between the National Historic and the U City <br />Historic. <br /> <br />Ms. Lynn Rossel, 7015 Olive <br />Ms. Rossel thanked Mr. Price for requesting that a vision be planned for Olive Street. She <br />would like to have the OBA and City staff to have a meeting on this topic. She volunteered <br />to sponsor such a meeting. <br /> <br />Meeting was adjourned at 9:25 p.m. <br /> <br />Joyce Pumm <br />City Clerk <br />
