<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />October 23, 2006 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, October 9 <br />2006, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br />Arthur Sharpe, Jr., had an excused absence. <br />Also present were the City Manager, Ms. Julie Feier; the Director of Parks & Recreation, Ms. <br />Nancy MacCartney; and John Mulligan, representing Senior Services Board. <br /> <br />The Study Session agenda included the following topics: Community Development Block <br />Grant Update, Budget Transfers, and Recreation Fee Philosophy Presentation. <br /> <br />John Mulligan was present with some senior citizens to support medical transportation <br />funding for seniors. Ms. Feier explained that the St. Louis County rescinded its deletion of <br />CDBG funding for feeding the hungry and energy assistance. Since this was done, there is <br />no longer any extra money which we had thought might be used for medical transportation <br />funding for senior citizens. <br /> <br />Ms. Nancy MacCartney set up a presentation in power point for the Council. Council asked <br />that Ms. MacCartney send them a hard copy of the power point presentation. <br /> <br />Ms. MacCartney said that picnic reservations were filled this summer with University City <br />residents so it was not opened to non-residents. <br /> <br />Mr. Price inquired about scholarship availability. Ms. MacCartney said that all potential <br />scholarships were not used this past summer and encouraged Council to have residents <br />apply. <br /> <br />Ms. Brot asked about expanding services offered at Centennial Commons. Ms. MacCartney <br />said that services were market driven and expansion happens when enough interest is <br />generated. <br /> <br />Ms. Ricci asked about after hour fees for the pool or the recreational center as a means of <br />generating more money. <br /> <br />Ms. Brot asked Council and Ms. MacCartney to work on a way of transporting senior citizens <br />to participate in Centennial Commons. Ms. MacCartney said the transportation was the big <br />issue. <br /> <br />Ms. MacCartney passed out a spread sheet showing expense and cost recovery for FY 06-07 <br />and a comparison to FY 04-05. <br /> <br />Ms. MacCartney also passed out information on fees and charges policy as modified <br />January, 2006.
