Building codes <br />and taxation policies should support environment-friendly construction. <br /> <br />The City should be a walking community. It should develop a safe and pleasing <br />network of sidewalks and multi-modal trails and employ traffic calming practices. <br /> <br />The City’s municipal parks should be among the finest parks in the St. Louis <br />region. It should encourage neighborhood associations and non-profit <br />organizations to join with the City in maintaining and enhancing the community’s <br />parks. <br /> <br />The City should provide accessible communication technology for its residents <br />and businesses. In the immediate future, this should include maximum Wi-Fi <br />coverage. <br /> <br />Vision Six: Northern Boundary Expansion <br /> <br />Background. <br />University City is surrounded on all sides by incorporated <br />governments. It would find it easier to achieve greater diversity and more <br />economic opportunity if it had room to expand. <br /> <br />Recommendations. <br />Working first through partnerships and then ultimately one <br />or more mergers, the City should expand its boundaries northward to provide <br />more residential, commercial, and industrial opportunities. The initial goal would <br />be a consistent northern boundary along Page Avenue. <br /> <br />Vision Seven: Electoral Reform That Promotes Diversity <br /> <br />Background. <br />University City has a charter government with a seven-member <br />council, one elected citywide (the mayor) and two from each of three wards. The <br />current ward boundaries run from east to west, creating a southern ward (Ward <br />1), a central ward (Ward 2), and a northern ward (Ward 3). These wards closely <br />correspond to the City’s economic and racial distinctions, thereby giving each of <br />these interests a voice in City government. <br /> <br />Recommendations. <br />The City should have six crisscrossing wards instead of <br />just three adjacent wards. It should create three new wards running north and <br />south–the east, central, and west wards–overlapping each of the current Wards <br />1, 2, and 3. Each citizen would then live in two of the six crisscrossing wards. <br />Each of the six wards–the three existing one and the three new ones–would elect <br />one council member although each citizen would continue to be represented by <br />two council members (one from the existing wards and one from the new wards). <br /> <br />Vision Eight: Integration of Diversity <br /> <br />Background. <br />University City residents are proud to live in the City known as the <br />most diverse in the region, an ideal that can be seen woven throughout the vision <br />June 11, 2007 - 7 - <br /> <br /> <br />
