MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />July 16, 2007 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, July 16, <br />2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Stefany Brot <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mr. Glickert had an excused absence. <br /> <br />Also present were City Manager Ms. Julie Feier, the Director of Finance Janet Watson, <br />and the City Attorney John Mulligan. <br /> <br />The Study Session agenda was planned for the discussion of liquor license applications. <br />City Manager Julie Feier briefly explained the City’s ordinances and requirements in <br />regards to package liquor/tobacco stores. <br /> <br />Council requested that uniformity, consistency and accuracy of liquor license applications <br />become standard. Council also suggested that all applications be filled out electronically <br />in order to be legible. A petition is required as part of the application and it was suggested <br />that a column be added for “printed name” after each signature. <br /> <br />Mr. Mulligan was present for legal rulings and explained some of the Missouri Statutes <br />under “Chapter 311 Liquor Control Law” or “University City’s Municipal Code 5.08.080”, on <br />the sale of liquor. Council discussed what a new restaurant needs to show in statistics to <br />show Council their 50 percent sales in food. as to the percentage of non-liquor or food <br />sales needed in conjunction with a liquor license and the feasibility of its enforcement. It <br />was suggested that a floor plan and types and amounts of food served be submitted with <br />each application, which could help to determine the percentage of non-liquor sales. <br />Council also requested that there be more application space allowed for describing <br />previous experience. For Liquor License renewals, Councilmembers suggested that the <br />owners spell out in detail their percentage of food to liquor sales. On some applications <br />submitted, it was hard to distinguish whether an individual should sign or the corporate <br />owners. Council also discussed whether more information should be required when an <br />applicant is taking over an existing business already possessing a liquor license. It was <br />also discussed if a notice should be sent to the City when there was a change in the <br />controlling ownership. Councilmember Sharpe, Jr. also inquired about the possibility of <br />Councilmembers having a standard checklist to use when reviewing liquor applications. <br /> <br />City Manager, Julie Feier, will draft a new liquor license application form for Council’s <br />review. <br /> <br />The Study Session was adjourned at 6:25 p.m. <br />Joyce Pumm, City Clerk <br />D-2-a <br />August 6, 2007 <br /> <br />
