The attached ordinance will <br />place a TDD on a ballot for the consideration of the voters and property owners in <br />the TDD district asking them for a financial commitment. The TDD will levy up to a <br />1% sales tax on businesses located with in the District. Only voters and property <br /> <br />owners within the district will vote.IfCouncil wishes to adopt a resolution calling for <br />the joint establishment of a transportation development district to be known as the <br />Loop Trolley Transportation Development District (“the District”) for the purpose of <br />funding, promoting, planning, designing, constructing, improving, maintaining and <br />operating or assisting in (a) design, construction and installation of improvements <br />along Delmar Boulevard and DeBaliviere Boulevard necessary for a trolley-car rail <br />system; (b) resurfacing of Delmar Boulevard and DeBaliviere Boulevard to <br />accommodate a trolley-car rail system and street parking; (c) construction of one or <br />more turn around areas for vehicular traffic and/or a rail system; (d) acquisition of <br />trolley-car(s); (e) conducting a marketing, feasibility, and financing study to finance <br />and implement the design, installation, approvals, permitting, construction and <br />maintenance of a trolley-car rail system along Delmar Boulevard and DeBaliviere <br />Boulevard; (f) design, construction and installation of surface and/or structured <br />parking or pedestrian related improvements; and (g) all other costs and fees <br />necessary or incidental to the foregoing (collectively, “the Transportation Project”). <br />The resulting from the proposed election should be available in March of 2008. <br />Should the election succeed, the petitioners, the City of University City and the City <br /> <br />of St. Louis may be reimbursed for the costs out of revenue received by the District. <br /> <br />RECOMMENDATION: <br />Approval <br />K-1-a <br />August 6, 2007 <br /> <br />
