<br /> <br />To: <br /> <br />Honorable Mayor Adams and City Council <br /> <br />From: <br /> <br />Julie Feier, City Manager <br /> <br />Date: <br /> <br />August 16, 2007 <br /> <br />Subject: <br /> <br />Weekly Update <br /> <br />As per our previous discussions, we have reviewed the golf pro contract and the <br />possibility of Ron Akin, our current Golf Professional, and his staff becoming city <br />employees. I am pleased to let you know that Mr. Akin is interested in full time City <br />employment. Depending on if Mr. Akin elects to participate in the City Health Insurance <br />(family plan) there would be either a cost saving of $7,841 or a net increase to the <br />operating budget of only $2,802 by doing so. All other employees of the course are <br />part-time. By having a Golf Manager on staff, the City will have better control and <br />potential future cost savings through competitive bidding and decisions involving the <br />oversight of personnel, inventories and cash control. In order to achieve a successful <br />transition we will also need to upgrade operations and introduce new software. We <br />received a quote to bring the golf course onto our computer system (RecTrac) which will <br />allow for confirmation of residency, point of sale and inventory control, web-based tee <br />times, maintaining PGA handicapping, driving range operations, and cart rental. The <br />quote is for a one-time expense of $9,390 with an additional $754 annual maintenance <br />costs. Mr. Akin is working with us to transition to full time employment with the City and <br />we believe we can have the details worked out over the next few months. Staff has <br />reviewed the 2004 Learning Center proposal and there are a number of reasons why <br />the new plan proposes an alternate site. The previously designed range could only <br />accommodate 16 hitting stations which would affect our revenue potential and class <br />size. In addition, several of the range design elements are cost prohibitive, such as the <br />$400,000 in additional netting requirements at the first hole. Attached is the FY- 08 Golf <br />Budget showing the modifications resulting in Mr. Akin becoming a city employee. Also <br />attached is a summary of the revenues and expenses from 2006 of Mr. Akin's business <br />as a contractor to the City of University City. <br /> <br />I have attached a pension adjustment request from former City Manger Frank <br />Ollendorff.
