Council Agenda Item Cover ___________________________________________________________ MEETING DATE: August 6, 2007 AGENDA ITEM TITLE: Conflict of Interest AGENDA SECTION: New Business CAN THIS ITEM BE RESCHEDULED?: No BACKGROUND REVIEW: State law requires each elected official, candidate for elective office, the chief administrative officer, the chief purchasing officer, and the general counsel, if employed full time, of a city with an annual operating budget in excess of $1,000,000, and each official or employee of a city who is authorized by the governing body to promulgate rules and regulations with the force of law or to vote on the adoption of rules and regulations with the force of law, to file a financial interest statement with the Missouri Ethics Commission unless the city unless the city biennially adopts an ordinance, order or resolution at an open meeting by September 15th of the preceding year, which establishes and makes public its own method of disclosing potential conflicts of interest and substantial interests. Sections 105.483(11) and 105.485.4 RSMo. A certified copy of the city's ordinance, order or resolution must be sent to the Missouri Ethics Commission, P.O. Box 1370, Jefferson City, MO 65102, within 10 days of its adoption. University City has adopted such an ordinance biennially. The deadline for adoption of the next ordinance is September 15, 2007. Attached is a bill which complies with Section 105.485.4 RSMo. The Financial Disclosure Statement, also attached hereto, should be attached to the bill when it is introduced. If the bill is passed by the City Council, the City Clerk is required to send a certified copy of the ordinance to the Missouri Ethics Commission within 10 days after passage.
