<br /> <br /> <br /> <br />To: Honorable Mayor Adams and City Council <br /> <br />From: Julie Feier, City Manager <br /> <br />Date: September 20, 2007 <br /> <br />Subject: Weekly Update <br /> <br /> <br />The Study Session packet for your September 24 Economic Development Tool review <br />September 24, <br />is rather lengthy, focus on the four-page report summary. Also for I <br />have included additional background on the transition to citywide single stream <br />recycling January 1. <br /> <br />The Loop Trolley Board <br /> met September 18 and reviewed the RFP for Conceptual <br />Engineering and Environmental Analysis. Citizens for Modern Transit drafted the RFP <br />and it has been reviewed by the East-West Gateway staff with their suggestions <br />incorporated. The Board is developing a Project Oversight Committee. The <br />Committee’s first task would be to review and evaluate the proposals around Dec. 1. <br />The Committee would narrow down the choices to three or so to recommend to the <br />Board for a final decision and provide oversight to the consultant if the project moves <br />forward. The study is 18 months long. Committee Members include Joe Edwards – <br />Chair, Ben Uchitelle, Don Musick, Rollin Stanley – City of St. Louis, a rep. from <br />University City, a rep. from East-West Gateway Council of Governments, and a rep. <br />from Metro. The Board authorized Joe Edwards to enter into agreements with University <br />City and City of St. Louis to move the funding forward. Husch & Eppenberger have <br />moved the formation of the TDD forward. A mail ballot will go out on Dec. 18 to the <br />nearly 115 voters in the district. The deadline for returns will be Jan. 29, 2008. Mr. <br />Edwards is estimating that the TDD will raise $5 million over the life of the project. <br /> <br />Metro will conduct information meetings to solicit public comment on proposed changes <br />to bus routes serving I-64 and the West County areas affected by the closure of I-64 <br />between Spoede and Hanley Roads.
