<br /> <br />Existing Zoning: “HRO” - High Density Residential District for 1 and 3 McKnight Place <br />and “GC” - General Commercial District for 8630 Delmar and “New <br />Lot 4” <br /> <br />Comprehensive Plan: The entire proposal is located within Redevelopment Area #18 which <br />calls for residential institutional use. <br /> <br />Zoning History: The expansion (including Conditional Use Permits, Map Amendments <br />and Preliminary Plat) was approved by City Council in May of 2006. <br />Improvement Plan (per Section 16-12.140) was approved by Public <br />Works in August of 2007. <br /> <br />Analysis: <br /> <br /> <br />This application is the final platting step for the resubdivision for the expansion of the Gatesworth. <br />The Preliminary Plat was previously approved by Plan Commission and City Council in May of 2007. <br /> After approval of the Preliminary Plat, the applicant proceeded through the Improvement Plan <br />procedure (per Sections 16.12.130 – 220 of the Subdivision Regulations). The Improvement Plans <br />were approved by the Public Works Department along with the required deposit agreement <br />(accepted by Public Works and the City Attorney). The applicants now file one of the last steps in <br />the subdivision process which is the final plat (a separate final plat for the reconfiguration of the <br />street “McKnight Place” which is the connector street between Delmar and the Barby Lane will <br />proceed at a later date). This final plat (per Sections 16.12.230 – 250 of the Subdivision <br />Regulations) consolidates all of the previous single family parcels and the vacated street portions of <br />West Kingsbury and Barby Lane. Staff recommends approval of the final plat. <br /> <br />The approval required is for a final plat in conjunction Section 16.12.230 of the Subdivision <br />Regulations. Final plats are required to be approved by the Plan Commission and the City Council. <br />Community Development Staff has reviewed the proposed plat. The only changes from staff are that <br />a signature line for the chairperson needs to be added to the approval script for the Plan Commission <br />and the signature line for the City Clerk needs to reflect the current clerk’s name. Said changes can <br />be made to the plastic milar version of the final plat prior to its recording with the County Recorder <br />of Deeds. Community Development Staff has determined that the proposed final plat meets all of the <br />requirements set forth in the Subdivision Regulations and is in substantial compliance with the <br />previously approved Preliminary Plat. <br /> <br />Staff recommends that the final plat be approved (with the changes mentioned above). <br /> <br /> <br />__________ Reviewed and approved by Lehman Walker, Director of Community Development <br />J-1-e <br />September 24, 2007 <br /> <br />
