<br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />July 16, 2007 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, July 16, 2007, <br />was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the following <br />members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Stefany Brot <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mr. Glickert had an excused absence. <br /> <br />Also present were City Manager Ms. Julie Feier, the Director of Finance Janet Watson, and <br />the City Attorney John Mulligan. <br /> <br />The Study Session agenda was planned for the discussion of liquor license applications. City <br />Manager Julie Feier briefly explained the City’s ordinances and requirements in regards to <br />package liquor/tobacco stores. <br /> <br />Council requested that uniformity, consistency and accuracy of liquor license applications <br />become standard. Council also suggested that all applications be filled out electronically in <br />order to be legible. A petition is required as part of the application and it was suggested that <br />a column be added for “printed name” after each signature. <br /> <br />Mr. Mulligan was present for legal rulings and explained some of the Missouri Statutes under <br />“Chapter 311 Liquor Control Law” or “University City’s Municipal Code 5.08.080”, on the sale <br />of liquor. Council discussed what a new restaurant needs to show in statistics to show <br />Council their 50 percent sales in food. as to the percentage of non-liquor or food sales <br />needed in conjunction with a liquor license and the feasibility of its enforcement. It was <br />suggested that a floor plan and types and amounts of food served be submitted with each <br />application, which could help to determine the percentage of non-liquor sales. Council also <br />requested that there be more application space allowed for describing previous experience. <br />For Liquor License renewals, Councilmembers suggested that the owners spell out in detail <br />their percentage of food to liquor sales. On some applications submitted, it was hard to <br />distinguish whether an individual should sign or the corporate owners. Council also <br />discussed whether more information should be required when an applicant is taking over an <br />existing business already possessing a liquor license. It was also discussed if a notice <br />should be sent to the City when there was a change in the controlling ownership. <br />Councilmember Sharpe, Jr. also inquired about the possibility of Councilmembers having a <br />standard checklist to use when reviewing liquor applications. <br /> <br />City Manager, Julie Feier, will draft a new liquor license application form for Council’s review. <br /> <br /> <br />The Study Session was adjourned at 6:25 p.m. <br /> <br />Joyce Pumm <br />City Clerk <br />
