CITY OFFICERS <br />Rule 18. The City Manager shall attend all meetings of the Council unless <br />excused by the Council. The City Manager shall keep the Council fully advised of <br />the financial condition and needs of the City. The City Manager shall make <br />recommendations to the Council and may take part in discussions on all matters <br />concerning the welfare of the City, but shall have no vote in the meetings of the <br />governing board. <br /> <br />Rule 19. In advance of each meeting of the Council, the City Manager shall <br />prepare an agenda of matters to be presented to the Council at each such meeting. <br /> Members of the Council desiring reports or a discussion upon any matter involving <br />the administrative offices of the City shall notify the City Manager in time to include <br />such matter upon the agenda. Copies of the agenda shall be accessible at City <br />Hall and in the Library as soon as possible in advance of each Council meeting and <br />mailed or delivered to all Councilmembers. The agenda should be received at least <br />three (3) days before the meeting. <br /> <br /> Section VII <br /> COUNCIL OFFICERS <br />Rule 20. The City Clerk shall be ex-officio clerk of the Council and shall <br />perform such duties as may be provided by the Charter or by job description. <br />Within a reasonable period after each meeting, the Clerk shall furnish each <br />Councilmember with a copy of the minutes of the preceding meeting. <br /> <br />Rule 21. The City Clerk is responsible for preparing and maintaining a <br />Legislative Docket containing all appointments and standing bills and bills for <br />introduction which have been set before the Council for action. The City Clerk will <br />provide the completed Legislative Docket consisting of old and new business to the <br />City Manager to be integrated with the City Council’s agenda. <br /> <br />Rule 22. The City Clerk shall post copies of notices of all Council meetings <br />in a conspicuous place in the rotunda of City Hall, University City Library and <br />alternate locations as Council deems appropriate. <br /> <br /> <br /> <br /> Section VIII <br />I-1-e <br /> NON-PARTISAN COUNCIL <br />Rule 23. Members of the City Council serve in a non-partisan capacity. <br />When acting in official capacity or at official City functions, Mayor and <br />Councilmembers may not engage in partisan political activity or endorsement. <br /> <br />Rule 24. Mayoral and Councilmember elections are non-partisan. There <br />may be no political party endorsements, financial, or organizational support in <br />Council elections. <br /> <br />Rule 25. When members of the Council engage in partisan political <br />endorsements and activities, they should make it as clear as possible that they are <br />October 1, 2007 <br /> <br />
