Session 1848 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />July 30, 2002 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Tuesday, July 30, 2002, Mayor Joseph L. Adams called the meeting to <br />order at 7:00 p.m. In addition to Mayor Adams, the following members of the Council were <br />present: Ms. Colquitt, Mr. Munkel, Mr. Robert Wagner, Mr. Larry Lieberman, Ms. Shelley <br />Welsch, and Mr. Arthur Sharpe, Jr. Also present was City Manager Frank Ollendorff and <br />City Clerk Leisha Forsythe. <br /> <br />AGENDA #1 - COUNCILMEMBER ACTIVITY: <br /> <br />Mr. Ollendorff asked the Council to get to Fileen Duggan the manner in which they wanted <br />their information to appear in the calendar or newspapers. He also wanted the Council to <br />determine a standard on how to publicize personal activities. The sense of Council was to <br />publicize this information only in each Councilmember Corner issue of the CityScape. <br /> <br />AGENDA #2 - POLICE SERGEANT POSITION: <br /> <br />Mr. Ollendorff stated that they are finding that they are often short one supervisory sergeant <br />position. To be consistent, he is recommending adding another sergeant. The sense of <br />Council was to agree. <br /> <br />AGENDA #3 & 4 - HEMAN POOL REHAB PROJECT FINANCING AND RECREATION <br />FACILITY EXPANSION PROJECT FINANCING: <br /> <br />Mr. Ollendorff recommended that a 1/4% of 1% sales tax for Parks be placed on the <br />November ballot to help pay for these projects. Much discussion ensued. Mr. Ollendorff <br />recommended that the City take out a revenue bond at a Iow fixed tax exempt rate of <br />4.15%, then pay it back with the sales tax money and other grant money/general fund <br />money. This is based on a lease/purchase premise where we agree to pay back the lender <br />for so many years, after which we own it. <br /> <br />The City Council should set up a citizen's committee to help explain the process to the <br />public. <br /> <br />The sense of Council was to proceed with Mr. Ollendorff's plan. <br /> <br /> <br />
