Session 1848 MINUTES OF THE UNIVERSITY CITY COUNCIL July 30, 2002 At a duly posted study session of the City Council of University City held in Room 6, second floor of City Hall, Tuesday, July 30, 2002, Mayor Joseph L. Adams called the meeting to order at 7:00 p.m. In addition to Mayor Adams, the following members of the Council were present: Ms. Colquitt, Mr. Munkel, Mr. Robert Wagner, Mr. Larry Lieberman, Ms. Shelley Welsch, and Mr. Arthur Sharpe, Jr. Also present was City Manager Frank Ollendorff and City Clerk Leisha Forsythe. AGENDA #1 - COUNCILMEMBER ACTIVITY: Mr. Ollendorff asked the Council to get to Fileen Duggan the manner in which they wanted their information to appear in the calendar or newspapers. He also wanted the Council to determine a standard on how to publicize personal activities. The sense of Council was to publicize this information only in each Councilmember Corner issue of the CityScape. AGENDA #2 - POLICE SERGEANT POSITION: Mr. Ollendorff stated that they are finding that they are often short one supervisory sergeant position. To be consistent, he is recommending adding another sergeant. The sense of Council was to agree. AGENDA #3 & 4 - HEMAN POOL REHAB PROJECT FINANCING AND RECREATION FACILITY EXPANSION PROJECT FINANCING: Mr. Ollendorff recommended that a 1/4% of 1% sales tax for Parks be placed on the November ballot to help pay for these projects. Much discussion ensued. Mr. Ollendorff recommended that the City take out a revenue bond at a Iow fixed tax exempt rate of 4.15%, then pay it back with the sales tax money and other grant money/general fund money. This is based on a lease/purchase premise where we agree to pay back the lender for so many years, after which we own it. The City Council should set up a citizen's committee to help explain the process to the public. The sense of Council was to proceed with Mr. Ollendorff's plan.
