Session 1847 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> July 22, 2002 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Monday, July 22, 2002, Mayor Joseph L. Adams called the meeting to <br />order at 10:10 p.m. In addition to Mayor Adams, the following members of the Council <br />were present: Ms. Colquitt, Mr. Munkel, Mr. Robert Wagner, Mr. Larry Lieberman, Ms. <br />Shelley Welsch, and Mr. Arthur Sharpe, Jr. Also present were City Manager Frank <br />Ollendorff and Assistant City Manager Julie Szymula. <br /> <br />AGENDA #1 - RECREATION FACILITY IMPROVEMENTS/FINANCING: <br /> <br />The City Council began discussion on this subject and did not come to any conclusions <br />other than to continue discussing this at the next study session. Topics covered was to <br />explore financing to determine the best way to go between general obligation bond issue, <br />property tax increase or present another sales tax. It was understood that the lowest rate <br />would come from a bond issue, which would require a 4/7 majority and probably not pass. <br />A 1/4% of 1% sales tax could bring in $500/000 a year. Current debt can be paid off in two <br />years. A November ballot was tossed around. Mr. Ollendorff cautioned that if we miss this <br />election window, that we may very well have to wait another year, in response to a need <br />from Ms. Welsch to get further input from the public. <br /> <br />The matter wasn't decided and will be continued at the next study session. <br /> <br />Mayor Adams adjourned the meeting at 5pm.. <br /> ~ Leisha Meine Forsythe, City ClerX ~ <br /> <br /> <br />
