The other ways are very difficult. <br /> <br />AGENDA #7 (REMOVED FROM #4 CONSENT CALENDAR): UNIVERSITY CITY LOOP <br />SPECIAL BUSINESS DISTRICT 2002/2003 PLAN AND BUDGET: <br /> <br />The U. City Loop SBD submits their budget and program for 2003 for Council review as <br />required by law. The activities are substantially similar to the past year with small <br />increases for publications, special events and clean up activity while budgeting less for <br />capital outlay. The University City Loop continues to be one of our stunning successes <br />for which the board members and all other partners should be commended. Mr. <br />Ollendorff recommends acceptance of the 2003 Plan subject to the U. City Loop Board <br />of Directors adding a high- priority goal of reconnecting identification of University City <br />to all programs, activities and publicity obtained for the U. City Loop. Mr. Ollendorff <br />recommends approval of the budget with an added provision that no expenditure item <br />will be approved that doesn't give the University City or U. City name the most <br />prominent status. We must take positive action to assure that every visitor learns and <br />remembers that this beautifully diverse neighborhood is the pride of U. City. <br /> <br />Ms. Welsch agrees with Mr. Ollendorff's comments on the utilization of the City's name. <br />What she is concerned about is whether or not that there is a procedure in place where <br />they would need to come and get approval for their budget items. She believes that the <br />business district has been expanding and is doing good work east of Skinker. It is still <br />the U. City Loop now, but it is expanding to the east. She is interested in knowing how <br />Mr. Ollendorff would question their plans or budget items when there is no mention of U. <br />City in a most prominent position. Mr. Ollendorff said that this budget only covers the <br />University City tax proceeds. We have no control over any money in the St. Louis <br />portion or any non-tax money. They have a lot of revenue sources, like from their <br />events and we have nothing to do with those. The City Council can only act on the <br />special property tax and business license fees paid in U. City by U. City businesses and <br />buildings. We have to sign each check. To that extent, they are similar to a city <br />department. The Council has always given them great deference on what they wish to <br />spend their money on. Either I or the Finance Director must countersign every check <br />they write. Responding further to Ms. Welsch's need for clarification, Mr. Ollendorff said <br />that they would identify the purchase of ads, publications, banners, promotional activity, <br />letterhead, printing to be denied if the City's name is not used more prominently. Ms. <br />Welsch said that she had heard that the name was to change to the Delmar Loop. Mr. <br />Ollendorff said that the business district was told to continue using University City's <br />name in a prominent position in all brochures, marketing materials and other <br />advertising. Mr. Ollendorff said that this is the University City Loop, using U. City <br />property tax money that this City Council approves expending and he strongly believes <br />that our name should be attached to this.
