Session 1849
August 12, 2002

receive cooperation in the media.

Mayor Adams said that he had concerns that certain things would be done, such as the
upgrade and I-Net for city buildings would be completed. He had told the former
assistant city manager that he would not hold this bill up for approval until this has been
accomplished.

Mr. Wagner asked what the support of CALOP was in this large franchise renewal
agreement. Mr. Ollendorff said that it calls for $1 per month on every U. City Charter
customer bill to go directly to CALOP. Currently it is 2% of every bill, the new plan is
$1.00 per month. Mayor Adams said that the assistant city manager prepared a memo
on the changes versus the current setup. Mr. Ollendorff said that he just received, an
hour ago, a three page executive summary, which gives all the highlights of all 30 - 40
pages of the ordinance.

The motion to approve carried unanimously.

CITIZEN COMMENTS:

Matthew Chase, 936 Wild Cherry Lane, stated that he and his neighbors in the
Blackberry Estates are being besieged by juvenile delinquents. There have not been
any serious crimes committed, but there have been numerous acts of serious vandalism
and harassment because of the rarely delivered promise of extra police protection. The
kids live in the apartments at the corner of Peachtree and North and South. These
apartments are the problem and the other apartments that go along the creek down
Burr Oak. He believes that the Police could be doing so much more in preventing these
situations. They need to be present and involved. Community policing might be a
possibility. Finally, those apartments need to be shut down. The City must see to it that
the citizens are properly protected. He respectfully requests that the City do something
to prevent the degeneration of their neighborhood.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL NO. 8607 - AMENDING CHAPTER 8.12 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO GARBAGE COLLECTION AND DISPOSAL,
BY REPEALING SECTION 8.12.200 THEREOF, RELATING TO THE
SCHEDULE OF REFUSE COLLECTION CHARGES, AND ENACTING IN LIEU
THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 8.12.200
SCHEDULE OF REFUSE COLLECTION CHARGES, "THEREBY AMENDING
SAID SECTION SO AS TO INCREASE MONTHLY RE40FUSE RATES
EFFECTIVE SEPTEMBER 1,2002; CONTAINING SAVING AND
SEVERABILITY CLAUSES, AND PROVIDING A PENALTY.

]2
