Session 1849
August 12, 2002

has not yet been solidified by way of budget or design that is inclusive of all the
programming and facility needs for the community.

Mark Platt, 11527 Tivoli Lane, 63146, stated that he is a thirty year tennis instructor in
University City. He said that the U. City Summer Playground Program received 500
free racquets and t-shirts from the USTA. It points out to the fact made the students
equal to other students in comparable lesson programs within the area. The potential
for tennis in the City is huge. He would suggest building six indoor tennis courts and he
is willing to support it in any which way he can. He rents a lot of court time at the
various area clubs, but he would rather spend his money here in U. City, where he grew
up. He can help the City get additional funding from the USTA, Washington U. - who is
interested in an indoor tennis facility, St. Louis Community College. The potential is
here and the City just needs to take a bigger view. Give him a mission and he will try
and go get us 50% in grants - just tell him and he will go do it. He believes that he could
generate 10 to 20 tennis scholarships if we had some indoor tennis. The problem is we
don't have the climates for year round practice.

Elsie Glickert, 6712 Etzel, stated that it is not the time to put a sales tax on the
November ballot, because there has not been enough citizen input. We have seen
blueprints and have made a reaction, but that is not the same as input. She described
her somewhat negative experience with the survey and suggested that the City really
re-evaluate its accuracy and effectiveness. No one has seen a design of what this
building will look like. She suggests waiting until April and, in the meantime, getting
some really good input from the citizens. The swimming pool was the very first public
swimming pool in St. Louis County and was built in 1933 and she has been using ever
since. The pipes under the pool need to be replaced and she is sure we have been
paying very big water bills to replace water due to leakage. These need to be replaced.
Additional citizen input is needed, not additional reaction.

Ms. Glickert asked to read into the record a written statement from Carol Rossel, 7407
Teasdale. "The uniqueness of our swimming pool should be maintained in any plans.
Restoring the underwater lights should also be considered in any major renovation. If
the sakes tax increase can be earmarked for the pool and concession complex only, I
would consider supporting it. I would not do so, if the rec center were part of the
package. Much more planning and discussion from the Park Commission, and citizens,
both junior and senior, should precede any decision. Also, a cost estimate, along with
completed plans, should be submitted.

3. A bill was introduced by Mr. Wagner, entitled:

AN ORDINANCE OF THE CITY OF UNIVERSITY CITY, MISSOURI, RENEWING A
NON-EXCLUSIVE CABLE TELEVISION FRANCHISE WITH CHARTER
COMMUNICATIONS ENTERTAINMENT I, LLC PURSUANT TO THE CABLE
COMMUNICATIONS REGULATORY CODE.

18
