Session 1850 <br />August26,2002 <br /> <br />CITIZEN COMMENTS: <br /> <br />Loretta Bryant, President of the Belmont Hills Association, stated that she was here to <br />discuss landlords and tenants. The tenants do not know the laws of U. City. She thinks <br />that the City should give resident packets to the tenants, as well. The landlords do not <br />live in the City and do not care about their properties and neither do the tenants. She <br />and her neighbors are disgusted with the riffraff that the City is allowing to move in. The <br />Council needs to do something about this situation. She also believes we need to have <br />two policemen in a trouble area, not just one. <br /> <br />Kathy Strautman, 6823 Crest Apt 2W, stated that she has owned this apartment since <br />1989. She has rented to young professionals at an average stay of four and a half <br />years. Her tenants are from all over the United States and consider this area one of the <br />best kept secrets in St. Louis. The phrase "north of Olive" is used to denote a negative <br />connotation to this part of University City. Personally and as the secretary of the Roth <br />Grove neighborhood association, she is here to thank the Mayor and Council for the <br />recent proposal for the Northeast area. She expressed thanks for the new <br />developments in this area and she and the Roth Park association wish to remain <br />cooperative and actively involved in this proposal and in any other developments in their <br />area. She felt that we should work toward eliminating the "north of Olive" attitude and all <br />that implies, which many understand to mean a lower quality of lifestyle. Police need to <br />enforce the ordinances. People walk in the middle of the streets and throw trash <br />everywhere. These problems need to be addressed. Also, kids are being allowed to <br />break the law and are not being properly punished. This is reprehensible and <br />irresponsible. Mr. Munkel seconded the motion. <br /> <br />Mr. Sharpe said that he had talked to these people and that the tenant was fairly sure <br />that the landlord would be willing to take this property on.
