<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br /> <br />September 04, 2007 <br /> <br />At the Regular Session of the City Council of University City held in the Chambers of the <br />City Hall, on Monday, September 04, 2007, Mayor Adams called the meeting to order at <br />6:30 p.m. In addition to Mayor Adams, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Also in attendance were City Manager Julie Feier and Deputy City Manger Janet Watson.. <br />Ms. Stefany Brot had an excused absence. <br />Absent was University City High School liaison, Ms. Rachel Watson. <br /> <br />D. APPROVAL OF MINUTES <br />August 20, 2007, regular session minutes, as amended, were moved for approval by Mr. <br />Sharpe, Jr., seconded by Mr. Wagner and were approved unanimously. <br /> <br />August 20, 2007, study session minutes were moved for approval by Mr. Sharpe, Jr., <br />seconded by Mr. Price and were approved unanimously. <br /> <br />E. APPOINTMENTS <br /> <br />F. SWEARING IN <br /> <br />G. PUBLIC HEARINGS <br /> <br />H. CONSENT AGENDA <br />1. Heman Park Trail – construction of a trail in Heman Park extending from Vernon <br />Avenue along the north side of River DesPeres. This project will be funded by a <br />$98,972 grant from the Missouri Department of Natural Resources with funding coming <br />from the Federal Highway Administration. The low bidder, Topps Asphalt Sealing & <br />Paving, Inc. was recommended, with positive recommendations from other <br />municipalities. <br /> <br />Mr. Price moved for adoption of the consent calendar, seconded by Wagner and was <br />approved unanimously. <br /> <br />I. CITY MANAGER’S REPORT <br />1. Budget Transfers <br />Ms. Watson submitted year-end, June 30, 2007, budget amendments and transfers. <br />Revenues came in just under budget. Expenditures came in significantly lower than <br />budget, leaving a lower deficit than anticipated. The budget transfers focused on the <br />items $5,000 or more. Ms. Watson explained the changes under Revenue in the <br />General Fund were combining the two Parks’ sales tax line items and reversing the <br />revenue from fiber optic & cell phones, as this has not yet been resolved in court. Ms. <br />Watson went on to cover areas showing larger dollar amounts. <br /> <br />
