<br />BILL 8946 — <br />An ordinance to establish a procedure to disclose potential conflicts of <br />interest and substantial interests for certain municipal officials. <br />Discussion with Council ensued concerning conflict resulting from duty of loyalty when <br />one is on boards of two organizations simultaneously. Secondly a time frame identified <br />for the discloser of any conflict of interest. It was noted that according to the Rules of <br />Order and Procedure of the Council of University City; “anything of substantive <br />amendments will require the bill be continue to the next meeting.” Amendments can be <br />made to the bill after passage, if the Council so decides. Mayor Adams explained that <br />this bill, as worded, is a state requirement that has to be filed by a specific date with the <br />state. He said that more stringent rules can be adopted for the Council’s Rules and <br />Procedures. <br /> <br />Ms. Ricci moved to amend this bill’s title addressing the conflict of interest of being on <br />the board of two separate organizations. She also requested to amend Section 2 of this <br />bill to reflect the number of days the party is require to disclose a possible conflict of <br />interest as there was not a time frame listed. Ms. Ricci withdrew her request to amend <br />the title with the understanding that it will be addressed at a later meeting. <br /> <br />Ms. Ricci removed her motion to amend the title but moved to amend section 2 to state: <br /> <br />“Section 2. Conflicts of Interest. The Mayor or any member of the City <br />Council who has a substantial personal or private interest as defined by <br />Sections 105.450 (10, 11) and 105.461.1 RSMo, in any measure, bill, order or <br />ordinance proposed or pending before the City Council, shall, within twenty- <br />four (24) hours of identifying the conflict before he or she passes on the <br />measure, bill, order or ordinance, file a written report of the nature of the <br />interest with the City Clerk and such statement shall be recorded in the record <br />of proceedings of the City Council. <br /> <br />This motion to amend was seconded by Mr. Wagner and approved unanimously. <br /> <br />Bill 8946 as amended was move for adoption by Mr. Price and was seconded by Mr. <br />Wagner. <br /> <br />Roll Call Vote was as follows: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Glickert, Mr. Sharpe, Jr. and Mayor <br />Adams. <br />NAYS: none <br /> <br />Mr. Price and Mayor Adams requested the members of the Council, out of courtesy, <br />make other members of Council aware in writing of amendments they will propose at a <br />meeting, in order for Council to review the amendment proposal. <br /> <br />Bill 8946 became Ordinance 6902. <br /> <br />1. BILL 8947 <br /> — An ordinance finding and declaring that there exists in the City of <br />University City a certain blighted area as defined in section 353.020, revised statutes <br />of Missouri, 2000; that the redevelopment of such area is necessary and in the public <br />interest under Chapter 353 of the revised statutes of Missouri, 2000, and is further in <br />the interest of the public health, safety, morals and general welfare of the people of <br /> <br />
