Shelley Welsch, 7141 Delmar
Ms. Welsch explained that they were asked to focus on one aspect each of the two part
application. The first focus was on strategic planning charettes with the Missouri
Humanities Council and secondly the production of an out-reach brochure which will go out
to all University City residents, approximately 16,000. She encouraged the signing of the
resolution.

Kathy Straatman, 6823 Crest
She encouraged the Council to sign the resolution and reported that about 150 people
attended the recent Open House of the Sutter-Meyer Farmhouse.

Richard Dockett, 6844 Crest
Mr. Dockett speaking for the Roth Grove Neighborhood Association, of which he is
President, was in support of the Sutter-Meyer farmhouse resolution.

Mr. Price called for the question. Resolution 2007 – 12 was approved unanimously by voice
vote.

I. CITY MANAGER’S REPORT

1. Single Stream Recycling Containers
Ms. Evelyn Shields-Benford presented an update on solid waste management services.
She made a comparison between other cities in area of approximately the same size,
showing University City at the low end, in reference to what was charged. University
City is automating its single-stream recycling service. It was determined that the City
would need 12,800 carts city-wide, of which it has presently purchased 3,000 carts. The
remaining 9,800 carts would cost $405,000, which would be funded by budget
appropriation, reduced collection costs and other realized savings through efficiencies
implemented. Future items to be considered in order to continue to reduce cost and
increase revenues were:
?
Increase revenue stream by working with adjoining municipalities, seeking business
accounts, accepting private sector solid waste, recyclables transferred directly to
vendors for processing.
?
Consider cart replacement or cart rental fee
?
Increase yard waste sticker price
?
Bill for yard waste
?
Eliminate free stickers, October through December

Ms. Shields-Benford stated that the Public Works facility needed to be updated along
with the transfer station. She recommended continuing to explore public-private
partnership opportunities to minimize city costs.
University City has been the regional leader in recycling.

Ms. Ricci moved to go forward with the purchase of the remaining carts, seconded by
Mr. Wagner and was approved unanimously.`
